READ 17 August 2026. THIS IS THE ROW THAT PROVES THE CHAPTER'S POINT. Governor Abdelkader Husriyeh told Reuters that a DIRECT COMMERCIAL TRANSACTION had been carried out FROM A SYRIAN BANK TO AN ITALIAN BANK on the preceding Sunday, which is 15 June 2025. That is a commercial bank transaction. SRC-186 is a central bank greeting message on 20 or 21 November 2025. THEY ARE DIFFERENT EVENTS, FIVE MONTHS APART, BY DIFFERENT INSTITUTIONS, AND BOTH ARE REPORTED AS 'SYRIA REJOINS SWIFT'. The four stages the brief requires, first message, network reintegration, correspondent account and commercial usability, are not a pedantic distinction: the reporting genuinely collapses them. Both events rest on the Governor's own account to a wire service and neither is corroborated by SWIFT or by a counterparty bank.
