  1. READ 17 August 2026. IT IS EVIDENCE OF WHAT THE GOVERNOR ANNOUNCED, NOT OF AN ACCOUNT. Governor Abdulkader Husrieh is reported as saying on Friday 10 April 2026 that the Central Bank of Syria is 'IN THE FINAL STAGES of establishing a correspondent banking account with the Central Bank of Türkiye'. FINAL STAGES IS NOT ESTABLISHED and the chapter must not print it as one. Also reported: a Turkish central bank delegation visited in July 2025; cooperation covers technical support, restoring correspondent relations and aligning regulatory frameworks including coordination with the Banking Regulation and Supervision Agency, BDDK; and talks covered POTENTIAL currency swap agreements and trade finance facilitation, which are proposals. NOTE WHAT THIS IS AND IS NOT: a central bank to central bank account is not a commercial correspondent relationship serving trade payments, and the two must not be conflated.
