WHAT IT SAYS, ARABIC VERBATIM: [quotation withheld, 32 words; follow the citation]; the supervising director عمر الحلبي: [quotation withheld, 15 words; follow the citation]. ENGLISH EDITION: 'signed an agreement on Wednesday to open an official account for the Central Bank of Syria with the Turkish central bank'. The English headline says 'opens official account'; the body, in both editions, says an agreement to open one was signed. STAGE: a signed agreement to open an account, not an account; the Arabic body's verb is وقّع اتفاقية. Not an agreement text: neither edition prints the instrument.
