IT IS NOT AN AGREEMENT AND NOTHING WAS SIGNED. WHAT HAPPENED, ON THE RELEASE'S OWN WORDS, IS A TWO-DAY EVENT: 'Visa Connect Syria', AN INAUGURAL INDUSTRY GATHERING of financial institutions, ecosystem partners and policymakers, FOLLOWED BY A TECHNICAL WORKSHOP with the Central Bank of Syria on the second day. The release describes it as part of Visa's broader roadmap and as BUILDING ON the strategic collaboration announced in December 2025 at SRC-230. SESSIONS COVERED adopting global standards, digital identity and authorization frameworks, interoperable acceptance, risk and fraud controls, and scalable payment rails. THIS IS THE CHAPTER'S OWN ARGUMENT TURNED ON THE CHAPTER: a conference is not an instrument, and the summary that made it one is the error the chapter exists to warn against. IT ALSO DATES THE OFFICE: Husrieh is quoted as Governor of the Central Bank of Syria on 11 February 2026, consistent with SRC-227's account that he left the office on 15 May 2026.
