OPENED BECAUSE THE CHAPTER SAID 'Whether either report has been made is not something I have checked', WHICH UNDER D-051 IS A BAR ON PRINTING AND NOT A DISCLOSURE. It is now checked and the checks did not settle it, which is a different sentence and the chapter now prints that one. ROUTES RUN. ONE, the Federal Register documents API, term 'Syria certification Caesar', publication date on or after 1 March 2026: ZERO DOCUMENTS. THAT IS WEAK EVIDENCE AND THE ROW SAYS SO: a certification transmitted to Congress is not ordinarily a Federal Register document, so its absence there is close to uninformative. TWO, whitehouse.gov presidential-actions index: INCONCLUSIVE, because the index page returned items dated 6 to 13 August 2026 only and does not reach March. THREE, congress.gov search for the Congressional Record: HTTP 403. FOUR, two specialist trackers at SRC-249 and SRC-250, the second revised 25 June 2026, neither of which records whether any report was made. ROUTES NOT TRIED, AND EACH IS ONE THIS PROCESS COULD EXECUTE, so under D-051 they are a bar and not a disclosure and the chapter must not present the gap as closed: paginating the White House presidential-actions archive back to March 2026; congress.gov by a path that does not return 403, and its executive communications series; state.gov; a Federal Register full-text search on other terms; and the House Foreign Affairs and Senate Foreign Relations committee document pages. The chapter turned that into 'two specialist trackers that follow this statute closely'. SRC-249 DOES NOT FOLLOW THIS STATUTE AT ALL: it contains ZERO occurrences of the string 8369, dates itself 'As of 15 October 2025', two months before enactment, and describes a draft amendment at 120 days against six conditions. ITS SILENCE ABOUT A REPORT DUE IN MARCH 2026 CARRIES NO INFORMATION, because it was written in October 2025, and route four is therefore ONE informative source and not two. The count of four routes stands; their weight does not.
