RETRIEVED WITH SRC-252 AND IT SUPPLIES A DISTINCTION THE CHAPTER DOES NOT YET MAKE. It reports a handover ceremony at the bank's headquarters on 18 May 2026, in the presence of the outgoing governor Abdulkader Husrieh and the bank's departmental directors, and states that 'Raslan was appointed by President Ahmad al-Sharaa under Presidential Decree No. 99 of 2026, ISSUED ON MAY 15', which corroborates SRC-252's date and its verb. SO THERE ARE THREE DATES AND THE CHAPTER USES ONE: the decree issued 15 May, the agency's report published the same evening, and the office assumed on 18 May. NOTHING IN THE CHAPTER IS FALSIFIED BY THE GAP, because every Husrieh attribution in it is April 2026 or earlier and all are safely before either date. IT IS RECORDED BECAUSE THIS CHAPTER DISTINGUISHES APPOINTMENT FROM ASSUMPTION EVERYWHERE ELSE, at the transaction ladder and at the deposit guarantee institution, and a chapter that separates an agreement to begin procedures from an account should separate a decree from a handover.
