OPENED BECAUSE CHAPTER 2 AT ITS LINE 149 SAYS 'the translation I hold does not reconcile with itself, and the report behind it I never obtained, so I cannot tell you whether the defect starts in the document or in the translating.' SRC-036 identifies the chain as three hops: the Central Organization for Financial Control's own report for financial year 2022, reported by Syria TV on 14 April 2023, translated and edited by The Syrian Observer. TWO DOCUMENTS ARE MISSING, NOT ONE, and the chapter's sentence conflates them: the Arabic Syria TV article, and the Organization's report itself. ROUTES RUN. ONE, a search in Arabic on the article's own figures and the Organization's name: no result carrying the article. TWO, syria.tv's own search endpoint: HTTP 403 to this client. THREE, The Syrian Observer's page for the translation, retrieved HTTP 200 and read: IT CARRIES NO LINK TO THE ARABIC ORIGINAL, and its own attribution is the bare line 'Source: SYRIA TV (Opposition website) April 14, 2023'. IT DID YIELD ONE THING THE PDF DID NOT MAKE PLAIN: the English text gives '104 billion Syrian pounds (equivalent to $13.7 million)', an implied rate of about 7,591 to the dollar, which sits inside the 7,400 to 7,600 band the chapter derives from the article's own conversions and corroborates that arithmetic. ROUTES NOT TRIED AND NAMED, each executable by this process: the Internet Archive's copies of syria.tv for 14 April 2023; syria.tv through a different user agent or its Telegram channel, which the search surfaced; and the Central Organization for Financial Control's own publication of the financial year 2022 report, [THE WORDS THAT STOOD HERE ARE STRUCK, 18 AUGUST 2026, AND ARE QUOTED SO A PARTIAL READING CANNOT REINTRODUCE THEM: 'which nobody has sought at all'. THAT WAS FALSE WHEN THIS ROW WAS WRITTEN. Tried on 12 August 2026 by an Arabic search on the body, the figure and the year, and by two routes to the organisation, its supervisory association's member page and its own site, which resolves and returned no reports, as recorded at audits/reports/02-numbers-that-fail_v22_retrieval_basis.md. NOT TRIED SINCE, AND UNTRIED ROUTES REMAIN ON THIS DOCUMENT SPECIFICALLY: the body's own publication channels beyond its website, the Official Gazette, which publishes control-body reports laid before the Assembly, and a request to the organisation. SO IT IS A ROUTE TRIED AND FAILED AND NOT A ROUTE UNTRIED, and under D-051 what bars a closed-chain claim is the untried remainder and not the whole.] which was sought on 12 August 2026 and not found. UNDER D-051 THOSE ARE A BAR AND NOT A DISCLOSURE, and no sentence may present this gap as closed.
CORRECTED 18 AUGUST 2026 ON BLOCKER 3 OF THE SECOND REMEDIATION DIFF REVIEW, AND THE DEFECT IS THE ONE MIN-445 PRESCRIBES AGAINST: a row written to record one finding was not re-read whole against what the project already held. Both rows were written on 18 August 2026, after the v22 retrieval basis of 12 August recorded the attempt, and both said nobody had sought the document. THE PROSE WAS RIGHT AND THE REGISTER WAS WRONG, which is the opposite direction from this project's usual failure and is worth recording as such: a reader of these rows would have concluded that a free route was untried and that no sentence could present the gap as anything but open. MIN-438, which recorded three controlling records disagreeing, is closed by this correction.
