THE DOCUMENT RETRIEVAL 3 WAS LOOKING FOR WHEN IT FOUND A RED CRESCENT REPORT INSTEAD. SRC-264 was retrieved on a search result that misdescribed it; this is the Ministry of Health series, and its cover reads 'Public Health Centres in the Syrian Arab Republic'. TABLE 1, AVAILABILITY OF HUMAN RESOURCES OF FUNCTIONING PUBLIC HEALTH CENTRES, DECEMBER 2020, GRAND TOTAL ROW: practitioners 725; specialist doctors 1,241; resident doctors 412; dentists 1,717; NURSES 10,897; laboratory 1,057; MIDWIVES 1,954; pharmacists 147; university-degree staff 272; technicians 3,319; others 6,405. ALL CATEGORIES 28,146. CHECKED AGAINST THE DOCUMENT AND NOT AGAINST ITSELF: the four doctor categories sum to 4,095, and the report's own trend text states 4,095 medical doctors at end-December 2020 against 4,116 at end-March, a decrease of 0.5 per cent. So the row was read correctly on the report's arithmetic. SCALE: 1,790 health centres assessed in the fourth quarter of 2020, and the report states reporting completeness reached 100 per cent in that quarter. THE PERIMETER, WHICH IS THE POINT OF THE ROW. The population is FUNCTIONING public health centres of the MINISTRY OF HEALTH, fully and partially functioning. It is not the health workforce, not anybody's payroll and not a headcount of employees: it is staff reported available at facilities that reported. It excludes public hospitals, which are SRC-265; the Syrian Arab Red Crescent centres, which are SRC-264; the private sector; and any facility outside the reporting system at the time. WHAT PROSE MAY SAY: that WHO's HeRAMS recorded 4,095 doctors, 10,897 nurses and 1,954 midwives available in Syria's functioning public health centres in December 2020, out of 28,146 staff in all categories across 1,790 assessed centres. WHAT PROSE MAY NOT SAY: that these are Syria's doctors or nurses, or that they may be set against any budget line, since the 2010 schedule at SRC-262 shows no salary line for these facilities and is ten years earlier.
