THE 2019 YEAR OF THE SAME SERIES, RETRIEVED SO THAT THE CENTRES AND THE HOSPITALS CAN BE READ FOR THE SAME MONTH. TABLE 1, DECEMBER 2019, GRAND TOTAL ROW: practitioners 776; specialist doctors 1,302; resident doctors 325; dentists 1,765; NURSES 10,833; laboratory 1,079; MIDWIVES 2,053; pharmacists 164; university-degree staff 280; technicians 3,396; others 6,561. ALL CATEGORIES 28,534. The four doctor categories sum to 4,168, WHICH IS THE FIGURE THE REPORT'S OWN TREND TEXT GIVES for end-December 2019. 1,813 health centres assessed in the fourth quarter of 2019. THE PERIMETER, WHICH IS THE POINT OF THE ROW. The population is FUNCTIONING public health centres of the MINISTRY OF HEALTH, fully and partially functioning. It is not the health workforce, not anybody's payroll and not a headcount of employees: it is staff reported available at facilities that reported. It excludes public hospitals, which are SRC-265; the Syrian Arab Red Crescent centres, which are SRC-264; the private sector; and any facility outside the reporting system at the time. AUTHOR CALCULATION, AND IT IS MINE RATHER THAN EITHER DOCUMENT'S, SO IT IS LABELLED WHEREVER IT IS USED. Adding this table to SRC-265's hospitals table for the same month, December 2019, gives for the public health system as HeRAMS recorded it: DOCTORS 15,652, being 4,168 in centres and 11,484 in hospitals; NURSES 27,451; MIDWIVES 3,594; ALL CATEGORIES 78,213. THE ADDITION IS ONLY AS GOOD AS ITS PERIMETER AND THE PERIMETER MUST TRAVEL WITH IT: functioning facilities that reported, being 1,813 assessed centres and 85 of 113 public hospitals; Ministry of Health centres plus Ministry of Health and Ministry of Higher Education hospitals; December 2019, five years before the change of government; and staff available rather than staff employed. NEITHER REPORT PERFORMS THIS ADDITION and no sentence may attribute it to WHO. WHAT PROSE MAY NOT SAY: that 78,213 is Syria's health workforce; that it is comparable with any post-2024 figure; or that the two facility types have no overlap of staff, which neither document addresses.
