  1. HELD AS A LEAD AND NOT AS EVIDENCE. SRC-277 attributes its 32 per cent to 'a multi-sectoral needs assessment (2025)' without naming one, and this is a multi-sectoral needs assessment of 2025. WHETHER IT IS THE SAME ONE IS NOT ESTABLISHED and must not be assumed: this assessment covers Aleppo, Idleb, Dara'a, Hama and Homs, five governorates, with data collected 16 to 30 November 2025, whereas the cluster's figure reads as national. A five-governorate assessment and a national percentage are not obviously the same object. WHAT WOULD SETTLE IT: opening this report and finding the 32 per cent in it, or not. Until then the cluster's figure is carried as the cluster's, with its own attribution repeated and not resolved. STATUS TO_READ and no figure is taken from it.
