GATE ITEM A1, AND IT CONFIRMS THE EARLIER BOOK'S DATE RATHER THAN CORRECTING IT. The source manuscript says at line 1577 that 'Enab Baladi published the figures on 28 March 2025'. THAT IS RIGHT, and an intermediate reading of this project's had it wrong: the Enab Baladi report of 31 January 2025, now SRC-282, was opened first and does not carry the 900,000, which produced a provisional finding that the date was wrong. Opening this document withdrew it. RECORDED BECAUSE THE NEAR-MISS IS THE POINT: a correction reasoned from one retrieval of two is the same defect as a claim reasoned from none. VERBATIM ON THE FIGURES: 'The Minister of Finance in the interim government of Damascus, Mohammed Abazeid, stated to SANA that only 900,000 out of 1.3 million government employees are working effectively, while 400,000 are “ghost employees.” Meanwhile, the Minister of Administrative Development, Mohammed al-Sakaf, indicated that the public sector does not require more than 550,000 to 600,000 workers.' SO BOTH MINISTERS ARE NAMED, which Chapter 7 v1 does not do, and the finance minister's channel here is SANA. SRC-282 has the same minister giving the ghost-employee figure to REUTERS on 31 January 2025, so there are two occasions and they should not be merged. ON THE THREE-MONTH LEAVE, AND IT NARROWS CHAPTER 7 v1. VERBATIM: 'The Syrian Ministry of Labor announced that it has placed a number of employees on paid leave for three months to assess their employment status, as part of a plan to identify actual jobs in the public sector, WITHOUT SPECIFYING THE NUMBER PRECISELY.' The actor is the Ministry of Labour, and the number is expressly unstated. Chapter 7 v1's 'renewable while their status was assessed' is NOT supported by this document and needs its own source or goes. THE REPORT'S OWN METHOD IS WORTH THE ROW: it interviewed dismissed employees across Daraa, Aleppo, Hama and Homs, several under pseudonyms, and records that the government did not respond to requests for comment and that not all those removed received copies of the decisions.
