Read with SRC-284 and SRC-283, THE THREE FIGURES ARE STATED OVER THREE DIFFERENT POPULATIONS: Musani's 50 to 70 per cent is of 'the health workforce'; the PHSA's 'up to half' is of 'the country's healthcare workers' and its own 50-70 is of 'the health workforce'; the minister's more-than-35 is of 'highly qualified medical personnel'. SO 'THE RANGE IS 35 TO 70 PER CENT' IS NOT A RANGE. It is three numbers about three different groups of people, and presenting them as endpoints implies a comparability none of the three documents claims. This is stronger than the earlier book's finding that none has a denominator, and it supersedes the chapter's 'three published answers, from 35 to 70 per cent'. ONE INTERNAL FEATURE OF THE QUOTE, RECORDED AND NOT INTERPRETED: 40 per cent completely destroyed plus 60 per cent suffering significant structural damage accounts for every health centre in the country, leaving none undamaged. The bulletin prints it without comment.
