THE EARLIER BOOK, AT SOURCE LINE 1559, SAYS: 'no bulletin since that of October 2025 has published an updated national functionality percentage. So the figures above remain the most recent published, not because the monitoring stopped but because the results of the monitoring have not been released'. THAT IS FALSE. VERBATIM AT 800 DPI, PAGE 3, UNDER THE HEADING Scale: 'System-wide degradation: 57% of public hospitals and 30% of public PHCs are fully functional; 33% of targeted sub-districts require additional operational coverage.' SO THE PRIMARY CARE FIGURE MOVED FROM 23 TO 30 BETWEEN OCTOBER 2025 AND JANUARY 2026, a rise of seven points in three months with no published explanation. THE EARLIER BOOK'S UNDERLYING POINT SURVIVES AND IS STRENGTHENED: these figures move faster than any real-world change explains. ITS SPECIFIC ABSENCE CLAIM DOES NOT SURVIVE and must be withdrawn in the prose that carries it. ALSO AVAILABLE AND NOT YET USED: over 90 per cent of households pay out of pocket for care; over 90 per cent of medical devices exceed five years of age; 173,000 newly displaced as of January 2026; continued out-migration of medical graduates, stated qualitatively with no figure.
AMENDED 20 AUGUST 2026. This row's series ends at January 2026. SRC-306 extends it: the June 2026 special edition gives 57 and 37, so the primary-care figure runs 37, 23, 23, 30, 37 and returns to its December 2024 value. The rise from 23 to 30 recorded here is not the end of the movement and should not be presented as a trend.
