GATE ITEM G4, MADE, AND IT SUPERSEDES THIS PROJECT'S OWN STATEMENT OF THE MOST RECENT FIGURE TWO COMMITS AFTER IT WAS MADE. Absences A-19 found that the chapter's stated search scope silently excluded ReliefWeb. It did, and this is what was behind the exclusion. VERBATIM AT 800 DPI, PAGE 2: 'The main gap is the limited functionality of the health system. Only 57% of hospitals and 37% of primary health care centers are fully functional.' SO THE PRIMARY-CARE FIGURE HAS MADE A COMPLETE ROUND TRIP IN EIGHTEEN MONTHS. The full series this project has now opened: 57 and 37 as of December 2024, per SRC-286 citing the March 2025 bulletin; 57 and 23 in the October 2025 bulletin, SRC-285; 58 and 23 on 4 November 2025, SRC-289; 57 and 30 in the January 2026 bulletin, SRC-287; and 57 and 37 here in June 2026. PRIMARY CARE RUNS 37, 23, 23, 30, 37 AND IS BACK EXACTLY WHERE IT STARTED. THE HOSPITAL FIGURE RUNS 57, 57, 58, 57, 57 AND BARELY MOVES. NO PUBLISHED EXPLANATION ACCOMPANIES ANY STEP. A quantity that returns to its starting value after a fourteen-point fall and a fourteen-point rise, while its sibling quantity stays flat, is not measuring a stable thing, and the chapter's argument should rest on the round trip rather than on the earlier book's claim that the figures merely move fast. THE BIWEEKLY UPDATE OF 16 TO 30 JUNE 2026 CARRIES NO NATIONAL FUNCTIONALITY FIGURE and no workforce content: two pages, and the words workforce, doctors and nurses do not appear. It is registered so the enumeration is complete rather than convenient.
