THE HEADCOUNT AND THE VACANCY RATE ARE STILL NOT FOUND IN ANY OPENED DOCUMENT, and this row exists partly to record that a search that looked promising did not produce them. The words vacancy and vacant do not appear in this report at all. WHAT IT DOES CARRY IS A THIRD REINSTATEMENT EVENT, VERBATIM: 'On September 10, the ministry announced that around 17,000 teachers who were previously dismissed would return to their jobs after completing legal procedures by mid-September, a step it described as reclaiming national teaching expertise.' THAT IS A DIFFERENT EVENT FROM THE TWO ALREADY HELD and the three must not be added together. SRC-280 gives 14,646 Ministry of Education employees invited back on 14 April 2025 and 49,800 cumulatively by 18 August 2025, both on the parallel track for people expelled under the previous government. This is 17,000 teachers announced on 10 September 2025. WHETHER THE 17,000 ARE INSIDE THE 49,800, OVERLAPPING WITH IT, OR SEPARATE IS NOT STATED BY ANY DOCUMENT THIS PROJECT HOLDS, and the phrase 'previously dismissed' does not say by whom. The ministry's own gloss, reclaiming national teaching expertise, points towards the Assad-era expulsions but does not establish it. NO SUM MAY BE TAKEN. ALSO AVAILABLE AND NOT YET USED: a gradual plan to unify salary scales across all provinces; an emergency response plan amending curricula from the 2025-2026 school year by removing content linked to the former regime or historical distortions, which bears directly on the chapter's curriculum section and is a SECOND source for it beside the gazetted decisions; and a market survey of school supply prices in Damascus with pound-and-dollar pairs, which is a household-cost series the chapter does not currently have.
