GATE ITEM D3, NOT MADE, AND THE ROW EXISTS SO THE ABSENCE IS BOUNDED RATHER THAN ASSERTED. THE FINDING IS THAT THE TWO REPORTS OF IT ARE ONE REPORT. Read side by side on 20 August 2026, SRC-267 and SRC-277 describe the assessment in near-identical words. SRC-267: 'According to a Joint Education Needs Assessment (JENA) carried out in 2025, 50 per cent of assessed schools reported disruptions, with students missing an average of 25.5 instructional days due to insecurity, natural hazards, teacher absence, long travel distances, lack of essential services, and continued use of schools as shelters.' SRC-277: '50 per cent of assessed schools reported disruptions in 2025, with students missing an average of 25.5 instructional days due to insecurity, natural hazards, teacher absence, long travel distances a and continued use of schools as shelters, according to a 2025 to a Joint Education Needs Assessment (JENA) carried out with support from the Global Education Cluster.' THE DIFFERENCES ARE THE EVIDENCE OF COPYING RATHER THAN OF INDEPENDENCE: SRC-277 drops 'lack of essential services' from the list of causes, carries the typo 'long travel distances a and', and carries the garbled 'according to a 2025 to a Joint Education Needs Assessment'. So THE CHAPTER MAY NOT SAY TWO DOCUMENTS REPORT IT. One text is reported twice. AND NEITHER GIVES A DENOMINATOR. '50 per cent of assessed schools' with no number of schools assessed, no geography and no month is the precise defect this book is about, reproduced by the documents the chapter would rely on. Neither is the 2025 assessment and neither may be substituted for it. THE ONE ROUTE REMAINING NEEDS THE AUTHOR: writing to the Global Education Cluster, which SRC-277 names as having supported the assessment. That is correspondence with an organisation and this process cannot commit it, which is precisely the D-051 exception. SO THE POSITION IS SETTLED RATHER THAN OPEN. The chapter may state, with the scope above, that an assessment reported by two documents could not be located; it may not print the 50 per cent or the 25.5 instructional days as findings of an opened document. AND THE STRONGER SENTENCE DOES NOT NEED IT: that two documents report one text, in near-identical words with a dropped clause and a garbled attribution, and that neither gives a denominator, rests entirely on SRC-267 and SRC-277, which are both open.
