  1. GATE ITEM E3, AND IT CORRECTS THE EARLIER BOOK'S VERB, WHICH CHANGES THE CLAIM. THE EARLIER BOOK, AT SOURCE LINE 1777, SAYS 'the directorate HANDLES about a hundred files a day'. THE DOCUMENT SAYS RECEIVES. Verbatim: 'وأشار إلى أن الوزارة تستقبل يومياً نحو 100 إضبارة لمعالجة طلبات التصديق والمعادلة، في ظل تزايد أعداد المتقدمين', that is, THE MINISTRY RECEIVES DAILY ABOUT 100 DOSSIERS for processing authentication and equivalence requests, AMID INCREASING NUMBERS OF APPLICANTS. AN INTAKE RATE IS NOT A THROUGHPUT RATE AND THE DIFFERENCE IS THE WHOLE POINT. Handles reads as capacity; receives is demand. Read with SRC-295, where an emergency committee is formed two months later to clear accumulated requests, the two documents together say intake is running ahead of completion. THE CHAPTER MAY NOT PRINT 'HANDLES'. THE STAGES ARE PUBLISHED AND NONE CARRIES A DURATION, WHICH IS A SHARPER VERSION OF THE BOOK'S POINT THAN THE BOOK MAKES. The minister sets out four: verification of the authenticity of the documents; correspondence with the Ministry of Education to check secondary certificates; referral of the files to the competent faculties in Syrian universities for academic evaluation; and completion of academic requirements for certain specialisations requiring additional procedures. So the procedure is published stage by stage and no stage has a time attached to it. TIER 5 AND THE PRIMARY IS NOT HELD. This is a news outlet reporting the minister. The earlier book itself says only that he 'was reported on 1 May 2026 as saying', which is the correct handling and is preserved. A SANA report of the same statement is a named untried route.
