THE EARLIER BOOK, AT SOURCE LINE 1771, SAYS 'Customs treatment is favourable on paper' and then cites this guidance. THE GUIDANCE IS ABOUT LEBANESE CUSTOMS, NOT SYRIAN. The question it answers is headed 'Do I have to pay custom fees AT OFFICIAL BORDER CROSSING POINTS IN LEBANON to bring my belongings to Syria?' and the answer opens 'AS PER LEBANESE CUSTOM REGULATIONS, personal belongings, tools and household furniture intended for personal use are not subject to customs fees. However, new or unused electronics items may be subject to fees.' SO THE EXEMPTION IS ON THE EXIT SIDE. This document says nothing whatever about how Syrian customs treat household goods, and the book's sentence reads as though it does. WHAT IT DOES SAY ABOUT THE SYRIAN SIDE IS NARROW AND IT IS ABOUT VEHICLES: 'If the vehicle is not registered in Syria, custom fees may be imposed at the Syrian border.' AND IT DOCUMENTS A CROSSING-SPECIFIC PRACTICE THE BOOK DOES NOT HAVE: 'UNHCR has observed that privately hired or rented Lebanese-plated vehicles crossing through the Qaa/Joussieh and Arida borders are not being permitted entry into Syria, and you will need to arrange for transfer to Syrian-plated vehicles at the official border crossing point. However, this regulation is not applicable for crossing through the Masnaa/Jdaidet Yabous' crossing. THAT IS DOCUMENTED, DATED-BY-OBSERVATION PRACTICE AT NAMED CROSSINGS, including Jdaidet Yabous, for which source line 1773 says no documented wait time could be retrieved. It is not a wait time and it must not be printed as one, but the claim that one crossing reported once by one newspaper is the entire public evidence base is harder to sustain with this page open.
