RETRIEVED BECAUSE ECHO'S FOOTNOTE 40 POINTS HERE, AND IT SETTLES FIGURES F-02. SRC-290 attributes '2.45 million children aged 5 to 17 out-of-school' and '7.8 million children and teachers ... an increase of 8% over a year' to 'HRP 2025'. THE 7.8 MILLION AND THE 8 PER CENT ARE HERE, VERBATIM: 'the total PiN for the education sector has increased by 8 per cent from 7.2 million in 2024 to 7.8 million'. The panel gives People in need 7.8 million, People targeted 3.3 million, Requirements US$254.2 million. THE AGE RANGE IS NOT HERE. The string '5 to 17' does not occur in this document at all. So 'aged 5 to 17' IS ECHO'S OWN CHARACTERISATION, added in transmission to a figure taken from this plan. Chapter 7 v1 elected the ECHO figure precisely because it alone stated an age range; THAT AGE RANGE HAS NO SOURCE BEHIND IT IN THE DOCUMENT ECHO CITES. AND THIS VERSION DOES NOT CARRY 2.45 MILLION EITHER. It says, verbatim: 'Official estimates indicate that there are about 2.5 TO 3 MILLION children out of school.' A RANGE, not a point estimate, and attributed to unnamed 'official estimates'. The 2.45 million belongs to the January to March 2025 priorities, a different version of the same plan. SO THE CHAPTER'S FOUR FIGURES ARE MORE THAN FOUR. Adding this document gives 'about 2.5 to 3 million' for 2025 from the HRP itself, beside 2.45 million from the same plan's earlier version, beside the CCA's 2.4 million, the HNRP's 2.5 and 2.7 million and the Education Cluster's 32 per cent. The chapter's point strengthens and its count must be rebuilt from the documents rather than carried. ALSO AVAILABLE AND NOT YET USED: more than 8,000 schools, being 40 per cent of the country's education infrastructure, damaged and requiring rehabilitation or reconstruction; classroom-to-pupil ratios of 187:1 in Ar-Raqqa and 85:1 in Al-Hasakeh; and only 243 of 1,671 IDP sites and collective centres, 15 per cent, having on-site education, per the CCCM Cluster ISIMM of March 2025.
THE WHOLE PLAN SEARCHED, 2 OCTOBER 2026, AND THE STRING CORRECTED IN THE PROSE. The search above was of this section only. On 2 October 2026 the whole January to December 2025 plan, 60 pages, was searched for 5 to 17, 5-17, 5 with an en dash 17, five to seventeen, seventeen, aged 5 and 5 and 17. Each returned zero. The plan's own age bands are CHILDREN (0-17), ADULTS (18-59) and ELDERLY (>59). Its education section, on page 33, carries the same two sentences as the held page: 'the total PiN for the education sector has increased by 8 per cent from 7.2 million in 2024 to 7.8 million' and 'Official estimates indicate that there are about 2.5 to 3 million children out of school.' The string 2.45 does not occur in it. The held section page, searched again the same day for the same strings, returns zero for each, and the numeral 17 does not occur in its text. SO PROSE MAY SAY that the string 5 to 17 does not occur in the plan, meaning the January to December 2025 version. Chapter 7 line 89 now quotes that string; it had given it in words, five to seventeen, and words are not what this row recorded as searched. It MAY SAY the same of the January to March and January to June 2025 versions: each was retrieved and searched whole on 2 October 2026 (D-281 diff review R-2, and again by the main session) for 5 to 17, 5-17 with any dash, five to seventeen, seventeen, aged 5 and 5 and 17, and each returned 0; each carries 7.8 million and 7.2 million, and Over 2.45 million children are out of school with no age range. So the string does not occur in any of the three 2025 versions of the plan.
