RETRIEVED BECAUSE ECHO'S FOOTNOTE 40 POINTS HERE, AND IT SETTLES FIGURES F-02. SRC-290 attributes '2.45 million children aged 5 to 17 out-of-school' and '7.8 million children and teachers ... an increase of 8% over a year' to 'HRP 2025'. THE 7.8 MILLION AND THE 8 PER CENT ARE HERE, VERBATIM: 'the total PiN for the education sector has increased by 8 per cent from 7.2 million in 2024 to 7.8 million'. The panel gives People in need 7.8 million, People targeted 3.3 million, Requirements US$254.2 million. THE AGE RANGE IS NOT HERE. The string '5 to 17' does not occur in this document at all. So 'aged 5 to 17' IS ECHO'S OWN CHARACTERISATION, added in transmission to a figure taken from this plan. Chapter 7 v1 elected the ECHO figure precisely because it alone stated an age range; THAT AGE RANGE HAS NO SOURCE BEHIND IT IN THE DOCUMENT ECHO CITES. AND THIS VERSION DOES NOT CARRY 2.45 MILLION EITHER. It says, verbatim: 'Official estimates indicate that there are about 2.5 TO 3 MILLION children out of school.' A RANGE, not a point estimate, and attributed to unnamed 'official estimates'. The 2.45 million belongs to the January to March 2025 priorities, a different version of the same plan. SO THE CHAPTER'S FOUR FIGURES ARE MORE THAN FOUR. Adding this document gives 'about 2.5 to 3 million' for 2025 from the HRP itself, beside 2.45 million from the same plan's earlier version, beside the CCA's 2.4 million, the HNRP's 2.5 and 2.7 million and the Education Cluster's 32 per cent. The chapter's point strengthens and its count must be rebuilt from the documents rather than carried. ALSO AVAILABLE AND NOT YET USED: more than 8,000 schools, being 40 per cent of the country's education infrastructure, damaged and requiring rehabilitation or reconstruction; classroom-to-pupil ratios of 187:1 in Ar-Raqqa and 85:1 in Al-Hasakeh; and only 243 of 1,671 IDP sites and collective centres, 15 per cent, having on-site education, per the CCCM Cluster ISIMM of March 2025.
