THE DATE IS 22 APRIL 2025, not 'April 2025' as the earlier book has it, and the byline is Alicia Medina Segura. THE STANDFIRST, VERBATIM AND IN FULL: 'The Ministry of Administrative Development has announced the reinstatement of more than 14,000 public employees DISMISSED BY THE ASSAD REGIME FOR THEIR SUPPORT TO THE 2011 UPRISING. Meanwhile, several ministers in the Syrian government have ALSO begun reinstating HUNDREDS of civil servants who were laid off or placed on unpaid leave BY THE CARETAKER GOVERNMENT.' THAT SENTENCE PAIR DESTROYS THE CHAPTER'S OPENING ARGUMENT AS WRITTEN, AND IT DOES SO FROM THE VERY SOURCE THE EARLIER BOOK CITES FOR IT. The Syria Report distinguishes two populations in two sentences: MORE THAN 14,000 reinstated who were dismissed by the PREVIOUS government, and separately HUNDREDS reinstated who were dismissed by the CARETAKER government in 2025. SO THE REVERSAL OF THE 2025 DISMISSALS IS IN THE HUNDREDS, NOT THE TENS OF THOUSANDS. Chapter 7 v1 line 5 reads 'Then came the reversal. On 14 April 2025 the Ministry of Education invited 14,646 people back; by 18 August 2025 some 49,800 former employees had been invited to return', and the earlier book at source line 1745 makes the same move. Both attach the large numbers to the wrong dismissal. This corroborates SRC-280 independently and from the other direction. AND 'GOVERNMENT POLICY CHAOS' MEANS SOMETHING DIFFERENT FROM WHAT THE BOOK TAKES IT TO MEAN. The chaos the headline names is two reinstatement tracks running at once under different authorities, not a government reversing its own retrenchment. The earlier book says The Syria Report 'described this sequence as government policy chaos', where this sequence is the dismissal-then-reinstatement of 2025. IT DID NOT. WHAT MAY BE PRINTED FROM THIS ROW: the headline, the date, the byline and the standfirst, attributed to The Syria Report, being all that is above the paywall. WHAT MAY NOT: anything from the body, which this project has not read and will not buy.
