  1. RETRIEVED ON AN AUTHOR LEAD OF 20 AUGUST 2026 AND OPENED BEFORE USE, per D-046. The author supplied the decree number and a date; a lead is not a document and the document was obtained. THE FULL TEXT IS PUBLISHED AND IS SHORT. Preamble: based on the Constitutional Declaration and on Law No. 31 of 2024. ARTICLE 1: students of Sweida governorate are granted an exceptional session to sit the basic education and general secondary certificates in all their branches, on the same rules and conditions established for those examinations. ARTICLE 2: the beneficiaries are those students of Sweida who did not sit the 2026 session, or who could not sit all its examination subjects. ARTICLE 3: the necessary executive instructions are to be issued by decision of the Minister of Education. ARTICLE 4: this decree is to be published in the Official Gazette. Signed Ahmad al-Sharaa, President of the Syrian Arab Republic. THIS SUPERSEDES THE END OF THE CHAPTER'S SWEIDA PASSAGE, which leaves the exclusion standing. It does not supersede the account of how the exclusion arose. THE DATE IS UNSETTLED AND MUST NOT BE ASSERTED. The author gives the decree as of 17 August 2026; SANA published the text on 19 August 2026; THE TEXT AS PUBLISHED HERE CARRIES NO DATE IN THE BODY OR ABOVE THE SIGNATURE. This chapter already distinguishes the day an instrument is signed from the day the country is told, for Decrees 67 and 68, and the same distinction may apply. THE DOCUMENT THAT WOULD SETTLE IT IS THE GAZETTE PUBLICATION ARTICLE 4 ORDERS, which is not held. Until it is, the prose may cite the decree by number and may not fix its date. A SECOND LIMB IS REPORTED AND NOT YET IN AN OPENED DOCUMENT: several outlets state the exceptional session will be held IN RURAL SWEIDA, that is inside the governorate rather than at centres in rural Damascus, which would resolve the dispute SRC-291 describes in the students' favour on location. THAT IS SECONDARY REPORTING AND THE ROUTE TO A PRIMARY IS THE MINISTER'S EXECUTIVE INSTRUCTIONS UNDER ARTICLE 3, which are named and untried.
