Printed page 53 (PDF 65), table 'Off-grid solar photovoltaic', CAP (MW), columns 2015 to 2024, row Syrian AR: BLANK for 2015 to 2021, then 2.000 (2022), 2.000 (2023), 2.000 (2024). Printed page 23 (PDF 35), 'Solar energy', row Syrian AR: blank, blank, 0, 1, 2, 12, 33, 60, 60, 60 for 2015 to 2024. SET AGAINST SRC-314, THE 2026 EDITION OF THE SAME ANNUAL PUBLICATION, READ AT THE SAME TABLES: Off-grid solar, 2022: 2 MW becomes 249 MW. 2023: 2 becomes 931. 2024: 2 becomes 1,500. Total solar, 2022: 60 becomes 307. 2023: 60 becomes 1,022. 2024: 60 becomes 1,606. THE 2024 OFF-GRID SOLAR FIGURE WAS REVISED BY A FACTOR OF 750 BETWEEN TWO CONSECUTIVE EDITIONS TWELVE MONTHS APART. The two editions agree exactly for 2017 to 2021 (0, 1, 2, 12, 33) and diverge from 2022 onward, so the revision is confined to the years the new series covers. THE ON-GRID LIMB DID NOT MOVE: total minus off-grid gives 58 MW for 2022 in BOTH editions. The whole of the revision is off-grid. THE REGIONAL CONSEQUENCE: Middle East total off-grid solar for 2024 is 327.629 MW in this edition and 1 819.870 MW in the 2026 edition. Syria alone accounts for the difference. WHAT THIS DOES AND DOES NOT ESTABLISH. It does NOT establish that the panels are not on the roofs; other evidence says they are. It establishes that the published series carrying the quantity is thirteen months old, that its immediate predecessor put the same year at two megawatts, and that the new values are attributed by IRENA to official sources. A sentence printing 2,060 MW without that is printing a number whose provenance is the book's own subject. NO EXPLANATION OF THE REVISION IS GIVEN IN EITHER EDITION'S TABLES OR IN THE NOTES TO THE TABLES ON PAGE 7. THAT IS A SCOPED ABSENCE: what was searched is the two tables, the notes to the tables and the front matter of both editions. The IRENA statistics methodology pages and any separate revision note were NOT searched, and the wider form of the absence is barred until they are. CORROBORATED INDEPENDENTLY BY SRC-316, IRENA's own Syria country energy profile, last updated on its own face on 22 September 2025 [CORRECTED 23 AUGUST 2026 from 'of 24 September 2025', the PDF creation timestamp; ADJ-04 of the Chapter 8 v4 diff review, which found this row neither amended nor raised by the sibling sweep], which carries solar capacity of 60 MW and is therefore built on this edition rather than the next.
RE-OPENED AT THE PAGE 11 SEPTEMBER 2026, AQ-73 B9. THE NOTES THIS ROW RECORDS AS SEARCHED CARRY A SENTENCE THIS ROW DID NOT RECORD, and it changes the reading of the Syrian row. PDF page 7, verbatim: 'All data from the IRENA questionnaire is presented without any indicator.' The French carries the same. On the edition's own four-class scheme (questionnaire, o, u, e), read by elimination, the unflagged 2.000 values for Syria are questionnaire figures, not unattributed ones; the strict reading is only that questionnaire figures carry no letter. Chapter 8 line 11 'the previous edition had published an unattributed one' is contradicted at this page. THE SCOPED ABSENCE IS NOW SEARCHED AND WIDER: the four revision notes (March 2025, July 2025, March 2026, July 2026), the July 2025 and July 2026 yearbooks, the December 2025 off-grid statistics and its highlights' country methodology annex (eighteen countries, not Syria), the Notes and Methodology page, the 2018 off-grid methodology, the 2024 taxonomy and the IRENASTAT metadata carry no explanation naming Syria; the agency's general reasons are imprecise early reporting, data unavailable at year-end, and taxonomy migration. The bar on the wider form is lifted to the scope stated in the report. THE INTERMEDIATE STATE: the July 2025 yearbook (printed page 88) carries Syrian AR 2.000 o, 2.000 e, 2.000 e for 2022 to 2024, and the December 2025 off-grid statistics carry Syria's largest off-grid solar entry at 2.125 MW (solar pumps, 2024); the new series appears first in March 2026. PRECISION: 'Syria alone accounts for the difference' in the Middle East 2024 total overstates by about 6 MW; Syria +1,498.000, Yemen −7.253, Palestine +1.202, Lebanon +0.291, against a difference of 1,492.241.
