THIS IS THE DOCUMENT THAT PROMOTES TR-011 AND IT IS THE COUNTERPARTY'S OWN DATED STATEMENT. VERBATIM: 'Damascus, Syria - 06 November 2025. The Ministry of Energy in the Syrian Arab Republic today signed the final concession agreements to build and operate EIGHT new power generation stations with a total capacity of 5,000 megawatts, with the international consortium led by Urbacon Holding, through its subsidiary Urbacon Concessions Investment, and in partnership with Kalyon G.I.S. Energy, Cengiz Energy, and Power International (USA).' THE SIGNATORIES AND THE PLACE ARE NAMED: 'The agreements were signed at the Ministry of Energy headquarters in Damascus between H.E. Eng. Mohammad Al-Bashir, Minister of Energy of the Syrian Arab Republic, and Mr. Ramez Al-Khayyat, President of UCC Holding, in the presence of representatives of the consortium companies, and officials from the Ministry, the Syrian Energy Company, and the Syrian Electricity Company.' THE MATERIAL TERMS, IN FULL: four natural-gas-fired combined-cycle plants, being North Aleppo (1,200 MW), Deir Ezzor (1,000 MW), Zayzoun (1,000 MW) and Mhardeh (800 MW); and solar projects totalling 1,000 MW across Widian Al-Rabee (200 MW), Deir Ezzor (300 MW), Aleppo (300 MW) and Homs (200 MW). FOUR PLUS FOUR IS THE EIGHT, and 4,000 plus 1,000 is the 5,000. THE SOURCE MANUSCRIPT NAMES THE FOUR SOLAR SITES AND NOT THEIR CAPACITIES; they are here. THE PROVENANCE OF THE SEVEN BILLION IS SETTLED BY WHAT THIS DOCUMENT DOES NOT SAY: IT STATES NO VALUE AT ALL. The concession release carries no figure, and the release itself dates the money to a different instrument: 'This signing comes as part of the Qatari project package in Syria, and as an extension of the Memorandum of Understanding signed on 29 May 2025.' So TR-011's USD 7 billion remains a memorandum headline of 29 May 2025 and is NOT a concession value. Value_basis does not move. WHAT WAS DONE BETWEEN THE TWO INSTRUMENTS: 'Following the signing of the MoU, preparatory engineering and technical works were completed, including field surveys for the plant sites and the necessary technical studies, to enable immediate commencement of implementation.' AND THE COMPANY'S OWN CHARACTERISATION OF THE STAGE, WHICH IS THE SENTENCE A TRANSACTION TAXONOMY EXISTS TO TEST: 'This step reflects the transition from contractual, technical, and financial preparation to direct on-ground execution.' THAT IS THE COUNTERPARTY'S CLAIM AND NOT A VERIFIED FACT. It asserts financial preparation complete; no lender, no sponsor equity and no financial close is named anywhere in the release, and the register holds TR-011 short of FINANCIAL_CLOSE for exactly that reason. Prose may say the concession was signed and may not say the project is financed. Other unquantified claims on the face, to be attributed and not adopted: 'an accelerated implementation schedule that ensures phased commissioning', and 'tens of thousands of direct and indirect job opportunities'.
