No financial close, no engineering award and no confirmed groundbreaking is evidenced for any project. The Siemens Energy agreements are manufacturing slot reservations, which is not the appointment of an EPC contractor
Known conflict
The USD 7 billion attaches to a memorandum of 29 May 2025 and not to the concession, whose release states no value. SANA compresses eight stations into four and attaches the eight-station total to them. ACWA Power's own headline uses the verb 'Explore' and the agreement is to study 2.5 GW, split 1 GW solar and 1.5 GW wind, with no site identified. The Al-Harfi and Sakalko instrument is a memorandum and the Syrian-Turkish Energy instrument is a power purchase agreement, which are different objects. Three transactions found at the gate have no register row at all
