RETRIEVED AND READ IN FULL, 22 AUGUST 2026, retrievals G5 and G6. IT SETTLES TWO TRANSACTIONS THE REGISTER DOES NOT HOLD AT ALL AND SURFACES A THIRD NOBODY HAS RECORDED. VERBATIM: 'The Public Establishment for Transmission and Distribution of Electricity (PE-TDE) of Syria has signed a MoU with the Saudi companies Al-Harfi and Sakalko to develop solar and wind projects. These projects will have a cumulative capacity of up to 500 MW. Additionally, in a parallel agreement, the PE-TDE signed a POWER PURCHASE AGREEMENT (PPA) with the Syrian-Turkish company Syrian-Turkish Energy Company to procure 100 MW of electricity generated from solar power.' THREE CORRECTIONS TO THE SOURCE MANUSCRIPT FOLLOW. First, the Al-Harfi transaction is a MEMORANDUM and not a contract, and the counterparty is TWO Saudi firms, Al-Harfi AND Sakalko; source Chapter 6 line 1875 names only Al-Harfi and gives no instrument. Second, the Syrian-Turkish transaction is a POWER PURCHASE AGREEMENT, which the manuscript does not say, and a PPA is a materially different object from a memorandum: it is the offtake contract that makes a renewable project bankable, and on the evidence gathered at this gate it is THE ONLY OFFTAKE CONTRACT IN THE ENTIRE SYRIAN RENEWABLE PIPELINE. A chapter arguing that announced renewables have produced nothing bankable must deal with the one instrument that is. Third, the counterparty on both is the PE-TDE, the same establishment implementing the World Bank's emergency project at SRC-321, and not the Ministry of Energy. A FOURTH TRANSACTION APPEARS HERE AND IN NO OTHER SOURCE THIS PROJECT HOLDS: 'In June 2025, the PE-TDE signed a MoU with US-based 20 Solar Energy LLC to develop two solar projects. The first plant will have a capacity of 100 MW without battery storage, while the second 100 MW plant will include energy storage batteries, with their locations to be finalised through joint coordination.' TWO HUNDRED MEGAWATTS, ONE OF THEM WITH STORAGE, AND IT IS ABSENT FROM THE MANUSCRIPT, FROM planning/matrices/transaction_register.tsv AND FROM THE ARCHITECTURE NOTE. AND A FIFTH INSTRUMENT: 'In July 2025, the Ministry of Energy of Syria and the Ministry of Energy of the Kingdom of Saudi Arabia signed a MoU to enhance cooperation across the energy sector', covering electricity and regional power interconnection, renewable energy, oil and gas, petrochemicals, advanced technologies, innovation and human capital development. That is a state-to-state instrument and belongs in the register beside the commercial ones. DATES ARE THE WEAK POINT OF THIS ROW: the article is dated 7 October 2025 and does not date the Al-Harfi memorandum or the PPA on their faces. The manuscript puts Al-Harfi in October 2025 and Syrian-Turkish in September 2025; neither is confirmed here. No date may be printed for either instrument on this row alone.
