TIER 5 AND NOT HIGHER: it is the financier's own release, and EVIDENCE_PROTOCOL puts an institutional press release at level 5, labelled as self-reporting. THE APPROVAL, VERBATIM: 'The World Bank Board of Executive Directors approved yesterday a US$146 million grant financing to Syria from the International Development Association (IDA)'. Dated Washington, 25 June 2025, so the Board approved on 24 June 2025, which is what TR-001 already records. THE HOURS OF SUPPLY, VERBATIM, AND IT IS A SECOND INDEPENDENT SOURCE FOR A FIGURE THE CHAPTER NEEDS: 'Years of conflict have crippled Syria's national grid, limiting electricity supply to 2-4 hours daily'. Set beside SRC-317's 'at best about four hours' and SRC-312's 'only a few hours', three sources of three different kinds give the same order and none gives a measured series. WHAT THE MONEY BUYS, VERBATIM: 'The SEEP will finance the rehabilitation of high voltage transmission lines, including two critical 400 kV high-voltage interconnector transmission lines damaged during the conflict, restoring Syria's regional connectivity to Jordan and Turkiye. The project will also repair damaged high-voltage transformer substations near demand centers in the most impacted areas that host the highest number of returnee refugees and internally displaced people and provide necessary spare parts and maintenance equipment. In addition, the SEEP will provide technical assistance to inform the country's key electricity sector strategies, policy and regulatory reforms, and investment plans for medium to long term sustainability.' A CAUTION AGAINST THE SOURCE MANUSCRIPT'S RHETORICAL LINE. Source Chapter 11 line 3181 says the project consists 'in large part' of repairing two lines, and concludes that a country whose emergency electricity programme is two lines has very few lines to repair. THE RELEASE PUBLISHES NO COST BREAKDOWN, so 'in large part' has no source, and the release lists a technical assistance and capacity-building limb the manuscript does not mention at all. The observation about topology stands on the grid evidence; the arithmetic claim about the project's composition does not, and must not be carried into Chapter 8 without a breakdown from the appraisal documents, which are retrieval C2 and are not held. IMPLEMENTATION AND OVERSIGHT, WHICH THE MANUSCRIPT DOES NOT CARRY AND WHICH BEARS ON THE BOOK'S THESIS: 'The Project will be implemented by the Public Establishment for Transmission and Distribution of Electricity (PETDE)', but 'An international consulting firm will be recruited to act as PETDE's Owner Engineer to provide essential project management, engineering, site supervision, environmental, social, health and safety, and financial management support', and 'The Bank will also hire a third-party monitoring agent to strengthen fiduciary and environmental and social monitoring oversight'. So the financier has contracted around the implementing agency for engineering supervision, financial management and fiduciary monitoring alike. That is the same shape as ACTED's role in SAP072 at SRC-004 and it is a pattern the chapter can evidence twice. THE 'FIRST IN FOUR DECADES' CLAIM IS THE MINISTER'S, NOT THE BANK'S, VERBATIM: 'This is the first World Bank project in Syria in almost four decades,' said H.E. Yisr Barnieh, Minister of Finance. Attribute it to him. NO DISBURSEMENT OR DRAWDOWN FIGURE APPEARS. Approval is not disbursement, TR-001's counting rule is right, and the book's framing finding is undisturbed.
