RETRIEVED AND READ AT ITS FUNDING-PROPOSAL DECISION, 22 AUGUST 2026, retrieval H5 of the Chapter 8 gate. THIS IS THE APPROVAL INSTRUMENT ITSELF, which SRC-313 could not be because that document is the pre-meeting paper and says on its own face that publication 'does not imply a presumed outcome'. THE OPERATIVE WORDS, VERBATIM, FROM DECISION B.45/08: the Board 'Approves ... funding proposal 072, SUBMITTED BY ACTED, for the amount of USD 25,000,000, in accordance with the term sheet agreed between the Secretariat and ACTED and set out in document GCF/B.45/02/Add.12, and SUBJECT TO THE CONDITIONS SET OUT IN ANNEX I.' THREE THINGS FOLLOW AND THE THIRD CORRECTS THIS PROJECT'S OWN EARLIER RECORD. First, the proposal is approved as ACTED's: the decision names ACTED as the submitting party and does not name Syria as a recipient. Second, the sum is exactly USD 25,000,000 and it is tied to a term sheet at Add.12, which this project does not hold. THIRD, AND IT IS A CORRECTION: THE APPROVAL IS NOT UNCONDITIONAL. SRC-313 recorded, from the pre-meeting paper's table 2, that the conditions specific to SAP072 are 'None'. That is right and it is not the whole thing. Table 2 in this decisions document repeats 'SAP072 (ACTED Syrian Arab Republic) None', but the approval is expressly 'subject to the conditions set out in annex I', which are the GENERAL conditions applying to every proposal in the table. Those conditions, verbatim, are 'Satisfaction of the following conditions prior to the signing of the FAA: (i) Completion of the legal due diligence to the GCF Secretariat's satisfaction; and (ii) Submission of a certificate or a legal opinion in a form and substance that is satisfactory to the GCF Secretariat, within 120 days after Board approval, or (where applicable) the date of effectiveness of the AMA entered into with the relevant accredited entity, whichever is later, confirming that the accredited entity has obtained all final internal approvals needed by it and has the capacity and authority to implement the proposed project/programme.' SO THE CORRECT FORM IS THAT SAP072 CARRIES NO PROJECT-SPECIFIC CONDITIONS AND IS SUBJECT TO THE GENERAL ONES. A sentence saying it was approved without conditions would be wrong, and a register cell reading 'None' with nothing beside it reads as unconditional, which is the defect this project's own doctrine names. SRC-313 and SRC-004 are amended to carry this. NOTE ALSO that the general conditions bear on the fiduciary argument at issue 12: the certificate the accredited entity must produce confirms that the ACCREDITED ENTITY has the capacity and authority to implement, which is one more place the instrument locates capacity in ACTED rather than in a Syrian institution. STATUS READ_IN_PART: the contents, agenda item 11, decision B.45/08 in full and annex I table 2 are read. The other twenty-one decisions and the remaining annexes are not.
