RETRIEVED AND READ 22 AUGUST 2026, retrieval I3 of the Chapter 8 gate. IT CONFIRMS THE MANUSCRIPT'S DATE EXACTLY, VERBATIM: 'On Thursday, 11 September 2025, in Beirut, Mr. Mohammad Marwan Jamal was appointed President of the newly established Lebanese Electricity Regulatory Authority, along with fellow board members.' Source Chapter 6 line 1893 says the members were appointed at the cabinet session of 11 September 2025, twenty-three years after Law 462 of 2002 mandated the authority. The date holds and the arithmetic holds: 2002 to 2025 is twenty-three years. The president is now named, which the manuscript does not do. AND IT ADDS A FACT THAT COMPLICATES THE MANUSCRIPT'S POINT RATHER THAN SUPPORTING IT. MEDREG describes its own prior assistance to the Lebanese Ministry of Energy and Water 'in the different stages of the establishment of the regulator, FROM REVISING LAW 462/2002 to assisting in the recruitment process of the board members.' So the 2002 law was revised at some point before the appointment. The manuscript's picture is of an instrument sitting untouched for twenty-three years; the regulators' association says the law was revised as part of the process. WHEN AND HOW IT WAS REVISED IS NOT ESTABLISHED HERE and Law 462 itself has not been opened, so the chapter may say the authority was mandated in 2002 and constituted in 2025 and may NOT say the law stood unamended throughout. THE INSTRUMENT REMAINS OWED. ONGOING SUPPORT NAMED: MEDREG is 'collaborating with the Agence Francaise de Developpement (AFD) and the European Bank for Reconstruction and Development (EBRD) to develop a series of activities aimed at strengthening the Lebanese ERA'. MEDREG describes itself as comprising 28 member regulators from 23 countries.
LAW 462 ITSELF IS STILL NOT HELD AND THE ARCHIVE ROUTE FAILED, 22 August 2026. www.legallaw.ul.edu.lb does not resolve from this machine (getaddrinfo failure) and an Internet Archive capture of its LawArticles page returns HTTP 404; only its homepage is archived and carries no law text. BUT THE SUBSTANCE IS NOW ESTABLISHED FROM A DOCUMENT THIS PROJECT ALREADY HELD: SRC-354, the World Bank and ESMAP study, sets out Law 462 at length. It records that 'In 2002, Law 462 was ratified and provided the legal framework for privatization, liberalization and unbundling of the electricity sector', that it 'built on Law 228 of 2000', that it 'split the power sector into three components: production, transmission and distribution' with transmission restricted to EDL, that it 'called for the establishment of a National Electricity Regulatory Authority (NERA), which is primarily mandated with licensing new power generation projects', and that 'Under Law 462, self-generation does not require authorization if its capacity is below 1.5 MW'. It also records that Parliament 'amended Law 462 to provide a legal cover for projects to be tendered on Build, Operate & Transfer (BOT) contract types', which CORROBORATES MEDREG's statement that the law was revised and settles that the chapter may not say it stood unamended. The instrument remains owed for any clause-level claim.
