  1. THIS IS THE INSTRUMENT THAT MOVED THE FIELDS, AND THE MARCH 2025 AGREEMENT IS NOT. Verbatim clause: 'استلام الحكومة السورية لكامل المعابر الحدودية وحقول النفط والغاز في المنطقة، وتأمين حمايتها من قبل القوات النظامية لضمان عودة الموارد للدولة السورية.' The Syrian government's receipt of all the border crossings and the oil and gas fields in the region, and securing their protection by the regular forces so as to guarantee the return of the resources to the Syrian state. ITS DATE IS GIVEN THREE DIFFERENT WAYS BY THREE SOURCES AND THIS ROW DOES NOT RESOLVE IT. (1) SANA's own report of the signing says 'وقّع الرئيس أحمد الشرع اليوم الأحد', the President signed today, Sunday, and the page is stamped 18 January 2026, WHICH IS A SUNDAY. (2) SANA's own later items repeatedly call it 'اتفاق الـ 29 من كانون الثاني', the 29 January agreement, and 29 January 2026 is a THURSDAY. (3) Gulfsands Petroleum plc's audited annual report calls it 'the so-called 30th January Agreement', and 30 January 2026 is a FRIDAY. Whether these are one instrument dated three ways, or a signing followed by one or two implementing protocols, IS NOT ESTABLISHED. NO CHAPTER SENTENCE MAY GIVE THE AGREEMENT A SINGLE DATE AS SETTLED; the permitted form names the sources and their dates. OTHER CLAUSES BEARING ON THE CHAPTER: Deir ez-Zor and Raqqa handed over administratively and militarily in full and immediately; all civil institutions in Hasakah integrated; SDF military formations withdrawn east of the Euphrates; Presidential Decree No. 13 of 2026 welcomed as recognising rights. AGAIN NO REVENUE SHARE. The clause guarantees the return of the resources to the state and names no percentage, account, audit or metering arrangement. NOT READ: the full clause list beyond what the page carries; Presidential Decree No. 13 of 2026; and whether any implementing protocol of 29 or 30 January exists as a separate document.
