ATTEMPTED AND FAILED, 30 AUGUST 2026, AND THE ATTEMPT IS RECORDED BECAUSE D-051 MAKES AN UNRECORDED ROUTE A BAR ON PRINTING RATHER THAN A DISCLOSURE. WHAT WAS FOUND: no instrument ratifying, approving or granting either concession appears in the 2025 gazette holdings searched, and none appears in the nineteen 2026 part-one indexes read at SRC-430. The one port-related presidential instrument the search surfaced is Decree 244 of 12 November 2025, gazetted at issue 44 part one, establishing the General Authority for Border Crossings and Customs, whose text names the Latakia Port Company and the Tartus Port Company among the entities it gathers; its index entry and text were read at research/SRC-435_pages/g2025_i44_p2.png and it is not a concession instrument. Decree 264 of 23 November 2025 appoints that authority's head. POSITIVE CONTROL FOR THE SEARCH METHOD: the same normalised search finds مرفأ and الموانئ correctly inside issue 44 part one, so the terms are detectable in this extraction and a nil result is a nil result rather than an artefact of the encoding. LIMITS, STATED SO THE ABSENCE IS NOT READ WIDER THAN IT IS: the extraction is optical and imperfect, the index pages of the other forty-seven 2025 part-one issues were not read as images, and 2024 was not searched. ROUTES NOT YET TRIED: The Syria Report's subscription document library, which needs the author and is the same route already named at SRC-427; a direct approach to either operator or to the General Authority for Land and Sea Ports, which needs the author; and reading all 2025 part-one indexes as images, which this process could execute and which would cost forty-seven image reads for a document class that the text search should already have surfaced. THE CONSEQUENCE FOR PROSE: unchanged. Chapter 11 says the instruments have not been seen, which remains exactly true, and this row is what converts that sentence from an undisclosed gap into a recorded and bounded one.
AMENDED 30 AUGUST 2026 ON DIFF6-C2 AND DIFF6-C3 OF THE CHAPTER 11 v6 DIFF REVIEW, WHICH TESTED THIS ROW'S METHOD AND FOUND IT WEAKER THAN THE ROW CLAIMED. THREE CORRECTIONS TO THE METHOD, EACH VERIFIED HERE: the term مرفأ اللاذقية COULD NOT HAVE RETURNED A HIT, because اللاذقية returns zero across all 95 normalised files while its substring ذقية returns hits in 67 of them, so the extraction never renders that word whole and the term was dead on arrival; the hamzated مرفأ reaches 3 files while the unhamzated مرفا reaches 27, so the original term list missed most port mentions; and ميناء returns zero everywhere, so it too is undetectable in this corpus. THE SENTENCE 'a nil result is a nil result rather than an artefact of the encoding' IS STRUCK WHERE IT STANDS and replaced by this: the nil result holds only for terms whose detectability was demonstrated, which are ذقية, طرطوس, مرفا, موانئ and امتياز. The limb of the control that does hold is that every one of the 95 files yielded substantial text and none is empty, so no file was silently unsearchable.
INDEX-IMAGE ROUTE RUN 30 AUGUST 2026, the route this row had named as untried and executable, because D-051 makes such a route a bar on printing rather than a disclosure. METHOD: the index pages of all 47 held part-one issues of 2025 were searched in their own extracted text for the five detectable fragments above; twenty issues returned a fragment and six more failed the index control token, and the index images of all twenty-five were then rendered and read as images. OUTCOME: NO INSTRUMENT GRANTING, RATIFYING OR APPROVING EITHER PORT CONCESSION APPEARS IN ANY OF THEM. What the route did find is at SRC-436 and is worth more than the search it was run for: Council of Ministers decision No. 4 of 31 December 2024, gazetted at issue 1 part one, establishes the General Authority for Land and Sea Ports, which is the body DP World is reported to have contracted with, and folds the Tartus and Latakia port companies into it. So the counterparty's founding instrument is in the gazette and the concession is not. SCOPE OF THE ABSENCE, STATED EXACTLY: twenty-five 2025 part-one indexes read as images, forty-seven searched in text for five demonstrably detectable fragments, part two not swept, 2024 not searched, and the operators' own instruments not sought from the operators.
