READ AT THE GAZETTE PAGE 30 AUGUST 2026. DECISION No. 1 OF 5 JANUARY 2025, ARTICLE 1, TRANSLATED FROM THE PRINTED ARABIC: the duodecimal budget principle is applied for financial year 2025, on the basis of one twelfth of the appropriations of financial year 2024, subject to three provisos: (a) the twelfth allocations for salaries and compensations MAY BE EXCEEDED, according to the amounts actually due to employees in the ministries and all public bodies; (b) the allocations for the fuel item, petrol and diesel, are adjusted to match approved prices while the same allocated quantities are retained; (c) the contracting and disbursement of public expenditure is confined to basic and necessary expenses required to perform the work, within the narrowest possible limits. Article 2 is the notification clause. WHAT THIS ESTABLISHES, AND IT IS A GAZETTED PRIMARY: Syria entered financial year 2025 WITHOUT AN ENACTED BUDGET LAW and ran on twelfths of the previous year's appropriations, and the state said so in its own gazette on the fifth day of the year. It also establishes that the wage bill was the one line expressly released from the twelfths ceiling. WHAT IT DOES NOT ESTABLISH: that no 2025 budget law was later enacted, which this row does not reach; that any 2026 arrangement resembles it; or any figure whatever, because the decision states a principle and a base year and prints no amount. DECISION No. 4 OF 31 DECEMBER 2024: establishes a General Authority for Land and Sea Ports with legal personality and administrative and financial independence, linked to the Prime Minister; Article 2 gives it supervision of the entry and exit of passengers and goods, of maritime navigation, commercial shipping, ports and maritime transport, and of owning and chartering commercial vessels; Article 3 folds into it the Tartus Port General Company, the Latakia Port General Company, the Customs Directorate, the border centres, the Ports General Directorate, the General Establishment for Maritime Transport, the Free Zones Establishment and the Shipping Agencies Company. DECISION No. 5 of the same date appoints Qutayba Ahmad Badawi as its head. SIGNIFICANCE FOR TR-014: this is the counterparty DP World is reported to have signed the Tartus concession with, and its founding instrument IS in the gazette while the concession is not, which is the sharper form of the absence SRC-435 records.
