OPENED 4 SEPTEMBER 2026 ON BLOCKER 2 OF audits/reports/11-capability-gates_v11_diff_review_2026-09-04.md. Chapter 11 v11 printed that 'the archive refused every automated request' for supplements. IT DID NOT, AND ONE SUPPLEMENT HAD BEEN HELD SINCE 18 AUGUST 2026 AND NAMED IN SRC-263. THE ROUTE, ESTABLISHED AND NOT GUESSED: the issue page is fetched with a plain 'Mozilla/5.0' user agent, because a bare urllib request and a full browser header set both return 403; the page carries an iframe src '?pdfemb-data=<base64>' which decodes to JSON holding a time-limited signed URL of the form /pdf-view/<id>/pdf/<timestamp>/<hmac>/; and that URL returns the PDF ONLY WITH A REFERER FROM THE SITE, returning 403 without one. The file is served by a PDFEmbedder-premium-secure plugin, which is why every earlier attempt on a bare /pdf-view/<id> endpoint failed. THE ROUTE WAS CALIBRATED against issue 30 part one, which is held: the re-fetch returned 850,189 bytes, matching the held file exactly. ENUMERATION OF 4 SEPTEMBER 2026: supplements to part one exist for issues 7, 17 and 18 and for no other issue from 1 to 40. THE ISSUE 18 SUPPLEMENT IS NOT HELD: its index page returns 200 and its signed file URL returns 403, which is the same behaviour as issue 3 part one. SEARCHED: neither supplement carries the budget law, a general budget, or the word budget in any of five orthographic forms.
