RUN 20 SEPTEMBER 2026, AFTER THE CLOSING DATE, ON THE AUTHOR'S WORD OF THE SAME DAY (D-213 item 4): the Congressional Record route SRC-251 could not run on 18 August 2026 (congress.gov returned HTTP 403), taken through the Government Publishing Office's govinfo, first the API (collection CREC) until its DEMO_KEY rate limit returned HTTP 429, then the site's own search endpoint (www.govinfo.gov/wssearch/search), which agreed with the API on two controls ('Caesar' since 18 December 2025: two items on both; 'Syria' 18 March to 30 April 2026: the same ten on both) and which returned an item of 15 September 2026, so its index is current to at least that date. QUERIES AND RETURNS. ONE, 'Syria' between 18 March and 30 April 2026: ten items, each fetched and read for the strings certif, 8369 and Caesar; the only hits are birth certificates in the SAVE Act debate of 18 March; none is a certification. TWO, '8369' from 18 December 2025 to 20 September 2026: two items, both of 20 April 2026 and both the House bill H.R. 8369 (its introduction and its constitutional authority statement), not the section; 'section 8369' as a phrase: zero. THREE, 'Caesar' over the same range: two items, both Senate speeches of 22 July 2026 about Julius Caesar and a coin, read; 'Caesar Syria Civilian Protection' as a phrase and 'Caesar Syria': zero each. FOUR, the executive communications: 'transmitting Syria' over the whole range returns 30 items, of which three are executive-communications granules, each read: EC-2780 (Senate, 24 February 2026), the Office of Foreign Assets Control transmitting the rule 'Syria-Related Sanctions Regulations' (31 CFR Part 569), to Banking; EC-2912 (House, 20 February 2026), the State Department transmitting a determination with respect to Syria under section 620(q) of the Foreign Assistance Act of 1961 and section 7012 of the 2024 appropriation, to Foreign Affairs; EC-4016 (House, 9 July 2026), the President transmitting a certification of rescission of Syria's designation as a state sponsor of terrorism, H. Doc. No. 119-168, to Foreign Affairs and ordered printed. None is a section 8369 report. 'Syria certification' over the whole range: 17 items, the same EC-4016 granule and otherwise amendments, appropriations texts, an arms sales notification and floor debate, none a certification under section 8369 ('8369' returns none of them). WHAT THIS ESTABLISHES: not whether the first report was made. A report submitted to the committees need not be transmitted through the Speaker or the President of the Senate and so need not be listed among the executive communications or enter the Record's searchable text at all. It settles only that the Record's text, as govinfo indexes it to 20 September 2026, carries no certification under section 8369 and no mention of the section. ROUTES NOT TRIED, each one this process could execute: the House Foreign Affairs and Senate Foreign Relations committee document pages; state.gov; the House Document series for any printed report; the Record's executive-communications granules read page by page rather than by term. LEAD BANKED, NOT USED: EC-4016 of 9 July 2026 and H. Doc. No. 119-168 are the Record's receipt of the 8 July 2026 certification Chapter 6 line 243 already describes from the executive's side.
