READ WHOLE 26 September 2026. DATING: the report prints '1-2 كانون الأول/ديسمبر' with no year; the file's CreationDate (19 December 2025) and a participant described as «عضو منتخب في مجلس الشعب» place it in December 2025. READ AFTER THE CLOSING DATE (17 September 2026); its use at CH4 line 55 is the eighth dated exception (D-230 item 2). Quoted (as first registered for v58, SUPERSEDED by the entry below): «بهدف الوصول إلى إلغاء المرسوم» (a commission member, named in the report) and «لكن ذلك لم يُترجم عملياً» (residents, group three). NOT PRINTED: the participants' characterisations; the approximate shares (owners about 17.2 per cent of the project area, governorate and Damascus Cham Holding about 19.5 per cent, a committee engineer's «أرقام تقريبية»); and the claim that Law 9 of 1974 gives 60 per cent to owners and 40 to the state, which Law 9 itself contradicts: its Article 3(b)(2)-(4) takes one third free, «حتى النصف», the administration paying beyond half (People's Assembly database, Internet Archive capture of 17 December 2024, research/CH4_SLDP_MAROTA_2026-09-26/law9_parliament_nid7507_wb20241217.txt); Law 23 of 2015, Article 57, repealed Law 9. (Mi-4) Law 23 of 2015, Article 57(b), saves zones already created under Law 9 and acquired legal positions, and the Law 23 text held is SANA's publication, not the Gazette.
