READ 26 September 2026. Quoted at CH4 line 29: 'the rights of those who have invested, bought, or sold property in good faith since 2012' and 'secondary markets have developed, contracts have been signed, loans secured, and assets transferred under the existing legal framework'. Its figures (2.2 km2, 'around 50,000 residents', 12,000 units for 60,000 people, a rent allowance that 'did not exceed 500,000 Syrian pounds annually, about $137') are unsourced and NOT printed; its 50,000 conflicts with the 30,000 of SRC-106, which shows its working and which the chapter prints.
D-230 REMEDIATION (Chapter 4 v59), 26 September 2026 (H-1, M-1): Type names the organisation and where its office is, not a nationality no document states; line 29 now prints 'also' and 'the rights of' with the post's words.
D-230 Arabic re-cut (audits/reports/ar_recut_basis_d230_ch04_2026-09-26.md), 26 September 2026: SLDP's ARABIC VERSION of the same post, same date (https://sldp.ngo/ar/blog/2973; held research/CH4_SLDP_MAROTA_2026-09-26/sldp_ar_2973.html, SHA-256 7e949531871f685e0ef7e17cb9cdb23e5ad746f193c1b6e5dfa9660702c42e9e), renders the passage as [quotation withheld, 29 words; follow the citation] It carries no loans, no 'sold' and no 'since 2012'. CH4 quotes the English post, which is accurate; the Arabic edition translates the English quotation and gives the English original in brackets (Rule 5).
D-230 Arabic re-cut diff review (audits/reports/d230_ar_ch04_and_works_cited_v23_diff_review_2026-09-26.md), 26 September 2026 (A-m2): in the D-230 Arabic re-cut block above, the Arabic passage is quoted from «ينبغي», omitting its opening «وفي الوقت ذاته،»; 'renders' should read 'gives' (which language SLDP wrote first is not established); and 'which is accurate' means that CH4's quotation matches the English post word for word.

Chapter 4 v68 sets this post's 'secondary markets' beside the state's own record: Damascus Governorate's statement of 5 May 2026, page 3, 'بل تعدّى ذلك إلى المالكين الجدد وعددهم بالآلاف، إضافة إلى المقاولين وأصحاب الشركات الذين تعطلت التزاماتهم' (SRC-808), the governorate's press conference of 6 May 2026 ('وتشمل الزيادة حتى من قاموا ببيع ملكياتهم سابقاً'), and Cham Bank's memorandum of 14 September 2026 to finance purchases of units (SRC-811). The quotations from this post are unchanged.
