Version history
The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.
THE REPORT SANA'S ITEM OF 31 AUGUST 2026 NAMES AS «تقرير الأداء المالي لعام 2025», the first of the ministry's disclosure series, before the Citizen Budget (SRC-276) and the first-half 2026 report (SRC-700). Page 2, billion new Syrian pounds: actual revenue 384.2, actual spending 379.2, actual surplus 5, surplus 0.15% of GDP. Page 3, US$ million: 3,493, 3,447, 46, 0.15%. Both pages: all Central Bank advances to the government and public sector institutions repaid during 2025. Page 5: actuals 2023 (1,176, 1,995, -819) and 2024 (1,585, 2,366, -781). Page 6: balance as share of spending -41%, -33%, +1.3%; GDP 28,500 (2023), 28,800 (2024), 30,600 (2025, تقديري); balance as share of GDP -2.9%, -2.7%, +0.15%; 'بيانات فعلي 2025م هي بيانات أولية'; 'بيانات الناتج المحلي الإجمالي بالتنسيق مع هيئة التخطيط والإحصاء'. Page 7: spending by type, salaries wages and compensation 41%, operating 22%, transfers 25%, investment 7%, debt service 5%; revenue customs 39%, non-customs taxes and fees 31%, service charges and state property 13%, non-oil economic surpluses 6%, oil sector 2%, other 9%. NO EXCHANGE RATE in the PDF (the dollar figures divide at 110 new pounds on my arithmetic; SRC-706 states 110). No basis, perimeter, audit statement, headcount or definition of transfer expenditure. THE WAGE LINE IS A SHARE WITH NO AMOUNT: prose may print the 41 per cent; it may NOT print a dollar amount derived from it (D-251 item 5). Prose may not set this label against SRC-700's wage label as one series, nor compare the 0.15 per cent of GDP with World Bank ratios as though on one GDP. The metadata author field is not a byline.
D-304/D-307 series corrections (12), 18 October 2026: READING OF 18 OCTOBER 2026 (unit S3, D-304 item 9 A2): pages 3 and 6 re-opened at the images. Page 6, balance as share of GDP: (-2.9%) 2023, (-2.7%) 2024, +0.15% 2025; GDP 30,600 marked '2025 تقديري'. Chapter 12 l.47 (v39) now also sets these beside the World Bank's October 2026 edition: its -2.9 and -2.7 equal the ministry's printed figures, and its 0.2 is the ministry's 0.15 at one decimal (my comparison; the Bank does not say the figures are the ministry's). The Claims column's 'Chapter 12 line 47' stands.
18 October 2026 (CL2-A, closing pass 2, D-315): the label "after this book's closing date" is lifted at Chapter 11 v44 l.105 and Chapter 12 v40 l.47 (read 29 September 2026, before the closing date of 18 October 2026); the reading date stays in both sentences.
LABEL LIFTED 18 October 2026 (closing pass 2, D-315; unit CL2-D): the reading is dated on or before the closing date of 18 October 2026 (D-315 item 1), so the prose keeps the reading date and drops 'after this book's closing date' (LABELS.md class A). Chapter 7 v57 l.125 ('which I read on 29 September 2026 and which gives'), the fifteenth dated exception of D-256 now an ordinary reading; Chapters 11 l.105 and 12 l.47 are other units'.
20 OCTOBER 2026 (article 14, D-322): p.4, expenditure factor 04, [quotation withheld, 9 words; follow the citation], listed under the heading [quotation withheld, 8 words; follow the citation]: present it as the ministry presents it, a matter of sound financial management. No amount and no projects are named. The summary prints no 2025 budget amount, so no 2025 execution rate can be computed from it.
