Art. 1 [quotation withheld, 27 words; follow the citation] (spacing normalised; the page sets «/٣/لعام ٢٠١٨وتعليماته»), then nine neighbourhoods and areas (الجزيرة, الوحدة, الاستقلال, الثورة, شهداء الجولان, الجمعيات, الأعلاف within the plan; حوش الريحان outside it; scattered areas within it). Art. 2 a detailed report by the city council within 90 days, including a table of the owners of damaged buildings drawn with satellite imagery and the real estate directorate or other bodies holding ownership registers, among them the temporary register and the housing establishments. Art. 3 publication in the Gazette and al-Thawra, posting for fifteen days, broadcast and social media. Art. 4 owners, agents, relatives to the fourth degree and anyone with an interest apply to the al-Hajar al-Aswad city council within thirty days of the announcement.
