NEITHER REGULATION STATES THE CODES' APPROVAL YEAR, so the 2025 Gazette sweep covers a volume that is probably not the relevant one. That is the reason this row is QUALIFIED and not SUPPORTED: the mandate is established at the instrument and the non-publication is established only at two venues, one of which is very likely the wrong year. A second conflict is recorded rather than resolved: SRC-376 carries a live D-051 bar arising from the codes not being held, and the two chapters print bounded absences that do not breach it on their face. The bar is not lifted by this row. [ANSWERED 6 SEPTEMBER 2026 ON P3-B1 OF audits/reports/GATE6_part_one_and_three_2026-09-06.md: the question whether the 2025 sweep covered the relevant volume IS SETTLED FOR THE DISTRIBUTION CODE, which is in the 2016 volume at issue 32 part one. It is not settled for the transmission code, which is absent from every year held.]
