It is a two-page extract, not the plan. Page 1 carries the Introduction, describing the Humanitarian Programme Cycle, the roles of the Humanitarian Country Team, the Humanitarian Coordinator and OCHA, and the framework of agreements between the Syrian State and UN agencies. Page 2 carries only the date, 2 April 2026. It does NOT carry the population or needs figures, so 25.6 million, 15.6 million and 16.5 million are not verified by this document and remain unverified against any OCHA publication. One of the three is corroborated elsewhere: UNHCR's May 2026 operational update at SRC-024 gives 15.6 million requiring humanitarian assistance, so that figure now rests on a primary document even though the OCHA plan itself is unopened.
