  1. NAMED IN CHAPTER 2's DISCLOSED-BUT-UNOPENED LIST AND NEVER ATTEMPTED. Opened as a row on 11 August 2026 on the absences pass finding that four documents the chapter discloses had no register row at all, so the disclosure could not be checked. The distinction the pass drew is the operative one: the chapter's four conditions require a retrieval attempted, failed and recorded, and this is a document nobody has tried. It is therefore not an exception under D-029; it is an open gap. Chapter 2 v14 states the position in the prose, that the author carries it from earlier working, has not tried to retrieve it, and cannot say what form of words it uses. NO CLAIM IN THIS BOOK MAY REST ON IT until it is opened. This is the second document behind the one translation the chapter holds; the chapter's third chase turns on a chain of at least three hops and this is the middle one. RETRIEVAL ATTEMPTED 12 AUGUST 2026 under the D-030 gate before the D-047 redraft, and NOT OBTAINED, where this row previously stood at never attempted. One route: an Arabic search on the reporting body, the 104 billion figure and the 2022 financial year. It surfaced this body's later reporting through the state news agency and one further outlet and did not surface the April 2023 report. NOT AN IMPOSSIBILITY UNDER D-030: the outlet's own archive and a paid Arabic media database are untried. Chapter 2 v15 states in the prose that the underlying report and the Syria TV original are both unheld, names the routes tried and the date, and says that what the chapter has is the translation.
