OPENED AT LAST, AND IT CONFIRMS THE MANUSCRIPT'S ABSENCE CLAIM AND SHARPENS IT. The source manuscript's Chapter 9 prints that the Fund's alphabetical NSDP list 'runs from Switzerland to Tajikistan. Syria is not between them.' VERIFIED AT THE PAGES: the S block ends Sierra Leone, Singapore, then Slovak Republic through Sweden, then Switzerland; the T block opens Tajikistan. SYRIA IS ABSENT. The alphabet index at the head of page 1 runs A to W then Z, with no X and no Y. THE SHARPER POINT, which the manuscript does not make: the page is headed 'Subscribing Countries' and states that the NSDP is a data portal 'for countries participating in SDDS Plus, SDDS, and e-GDDS'. Syria has been a GDDS participant since 12 December 2007 per SRC-051. So this is not a country outside the system that has no page; it is a PARTICIPANT that has not stood one up, which is a stronger and more precise finding than absence from a list. Any Chapter 3 sentence should say which. CAUTION ON SCOPE: the page carries NO DATE on its face, so an as-of date must come from the retrieval and not from the document, and must be stated as such. The same caution stands on SRC-052. This row did not exist until 14 August 2026: the claim was printed in the source manuscript with no source register row behind it, and the document sat in research/ unopened for twelve days.
