  1. CLOSES BATTERY FINDING B6 BY RETRIEVAL RATHER THAN BY CUTTING THE PARAGRAPH, which is the better outcome: the source manuscript's account was accurate and what was missing was a source for it. EVERY LIMB OF THE CHAPTER'S SEISMIC PARAGRAPH VERIFIES HERE, VERBATIM: 'The SES adopted the first version of the code in 1992, later developing and issuing a second version in 1995 that included measures for earthquake-resistant buildings.' And: the third version, 'which was issued in 2004, has a main section that includes articles on designing reinforced concrete structures and 14 appendices as an integral part of the code. Appendix 2, titled Designing and Implementing Earthquake-Resistant Buildings and Structures, was developed by a committee of the Engineers Syndicate, Syrian universities, the General Establishment for Geology and Mineral Resources and the Atomic Energy Commission of Syria.' ON COMPLIANCE, AND THE CHAPTER MUST BE CORRECTED TO THIS WORDING: 'Engineers and building contractors must adhere to this code during their study and design phases and when applying for their construction permits. The Syrian Engineers Syndicate (SES) and local administrative units oversee adherence to the code during the various stages of construction.' SO IT IS ADHERENCE AT DESIGN AND AT PERMIT APPLICATION, WITH OVERSIGHT BY TWO BODIES DURING CONSTRUCTION. The chapter's 'compliance was to be checked twice, at permit stage and during construction' is close but compresses: the duty at design and permit falls on the engineer and contractor, and the oversight during construction falls on the Syndicate and the local units. CORRECTED IN PART, 17 August 2026, on audits/reports/05-states-file_src160_finding.md. THE CLAIM ABOVE THAT 'EVERY LIMB OF THE CHAPTER'S SEISMIC PARAGRAPH VERIFIES HERE' IS WITHDRAWN: two limbs did not. FIRST, the chapter's 'It was not imported' is contradicted by this document, which records that the 1995 version's earthquake factors were determined 'based on the American Standard Building Code UBC-85' and that two of the 2004 appendix's four design methods rely on UBC-85 and UBC-97, 'which was simplified to comply with building materials and methods used in Syria'. The committee is Syrian and the standards are American. SECOND, THIS ROW OMITTED THE 2013 REVISION: 'In 2013, the SES issued the second version of its earthquake appendix ... relying on the International Building Code IBC-2009 and the ASCE-7', with nine chapters and five sub-appendices, its third chapter concerning a construction site's geological features, seismology and soil characteristics. SRC-162's defect list is dated 28 February 2023 and does not say which version it examined, and the 2013 text is NOT HELD, so no claim may rest on this row that the defects were or were not cured. THIRD, the compliance correction this row itself demanded on 17 August was never applied to the chapter until v5. PROCESS NOTE: this row was written from the document on 17 August 2026 and the document was then not opened again by any pass or by any of three diff reviews, each of which recorded it as unread; the chapter was approved at v4 with that gap named in the approving decision. The sentence above, 'the 2013 text is NOT HELD, so no claim may rest on this row that the defects were or were not cured', IS WITHDRAWN. THE 2013 TEXT IS HELD: the author supplied it on 17 August 2026 and it is registered at SRC-167, READ_IN_PART at Part Three, section 9-2-7 of Part Nine, Appendix ب's scales sections and Appendix هـ. Claims about which of the account's defects survive into the 2013 edition now rest on SRC-167 and on the pages named there, not on this row.
