RETRIEVED BECAUSE ITS TITLE BEARS DIRECTLY ON THE CHAPTER'S CLAIM THAT THE CODE'S PERFORMANCE IS UNKNOWN. It may support that claim, qualify it, or supply the breakdown the chapter says nobody has published, and until it is read the chapter cannot know which. NO SENTENCE MAY RELY ON IT AND, MORE IMPORTANTLY, THE CHAPTER'S ABSENCE CLAIM ABOUT SEISMIC DAMAGE ATTRIBUTION CANNOT BE WRITTEN UNTIL THIS IS READ, because an unread document with this title is exactly the untried route D-051 forbids printing around. FIRST, IT ANSWERS THE ABSENCE CLAIM RATHER THAN CONFIRMING IT: it records that after the earthquake, THE DAMAGE TO BUILDINGS LICENSED UNDER THE CODE raises questions about its effectiveness. So it is not the case that nothing is known about whether licensed buildings failed; licensed buildings did fail, and the chapter must stop saying the code performance is simply unknown. SECOND, THE CODE DEFECTS ARE IDENTIFIED AND SPECIFIC, which is far stronger than an absence. VERBATIM ON THE SCALES: the earthquakes appendix uses a cacophony of different scales to measure earthquake intensity, energy, and size, Mercalli, PGA in metres per second squared, PGA in square centimetres per second squared, and PGA attributed to gravitational acceleration, with no direct relationship between them, and it LEAVES OUT THE WIDELY USED RICHTER SCALE ENTIRELY. VERBATIM ON THE GAP THAT MATTERS MOST: Part H of the earthquake appendix states that Syria most seismically dangerous areas are located in the country west, where the PGA measures 300 to 400 centimetres per second squared, YET THE APPENDIX REQUIRES RESIDENTIAL CONSTRUCTION DESIGNS IN THESE AREAS TO RESIST A MAXIMUM PGA OF ONLY 300. In practice engineers design for magnitude 6 on the Richter scale while the area is at risk of 6.5 and higher. AND THE CODE REQUIRES SOIL TESTING AT FOUNDATION LEVEL BUT NO GEOLOGICAL STUDY OF THE SITE, so hollow spaces, aquifers and unstable soil near faults are not examined. THIRD, AND IT IS THIS CHAPTER SUBJECT EXACTLY: the compliance machinery generates OFFICIAL REGISTERS. Soil samples are tested at accredited labs and the results ARE DOCUMENTED IN AN OFFICIAL REGISTER THAT CAN LATER BE REFERENCED; concrete mixes are tested and the labs ISSUE OFFICIAL REPORTS EITHER APPROVING OR REJECTING them, also recorded in a referenceable register. SO THE RECORDS THAT WOULD ANSWER WHICH COLLAPSED BUILDINGS WERE BUILT TO THE CODE EXIST, AND NOBODY HAS CONSOLIDATED THEM. That is the paragraph the chapter should write. FOURTH, THE COMPLIANCE SEQUENCE IS MORE ELABORATE THAN THE CHAPTER SAYS: the design must be submitted to the local administrative unit BEFORE a construction permit is obtained, and the Engineers Syndicate and the local administrative unit are then responsible for supervising adherence during the various stages of construction.
