OPENED 17 August 2026 AND IT SETTLES THREE OF THE FOUR QUESTIONS THE CHAPTER TURNED ON. Identity confirmed on all four features SRC-160 gives: second edition, Damascus 2013, Engineers Syndicate, nine parts and five lettered appendices. READ: title page; foreword to the first edition at p5; full contents at pp6-15; Part Three at pp34-36; Appendix هـ at pp266-267. NOT READ: the second edition's own introduction at p2, Parts Four to Nine, Appendix ج in full, Appendix د the seismic map. NOTHING MAY REST ON THIS ROW ABOUT WHAT IS IN THE UNREAD PARTS. FINDING 1, THE CHAPTER'S GEOLOGICAL-STUDY CLAIM IS FALSIFIED. Section 3-4-1: 'يجب أن يصنف كل موقع بعد دراسته إلى نموذج مقطع للتربة بالاستناد إلى معطيات جيولوجية موثقة ومدروسة بشكل خاص'. Every site must be classified after study on documented geological data specifically studied. Section 3-4-2 defines class SF as soil needing special site-specific evaluation and enumerates liquefiable soils, highly sensitive clays, weakly cemented collapsible soils, peats over 3 m, PI>75 clays deeper than 7.5 m and soft clays deeper than 37 m. FINDING 2, THE 300 CAP IS CONFIRMED AT THE INSTRUMENT AND THE CHAPTER IS RIGHT ABOUT IT. Appendix هـ is a table of expected PGA on hard rock over fifty years at 90 per cent non-exceedance, in cm/sec2, for the principal towns. Operative rule at the foot of p267: 'جميع الحقول المدون فيها قيم 300-400 تؤخذ كما يلي: جميع المباني والمنشآت: 300 ما عدا الواردة أدناه. المنشآت الخاصة التي يؤدي دمارها إلى كوارث بشرية وبيئية: يطلب حساب التسارع لها في موقعها وفق دراسات تفصيلية، وقد تزيد قيمها على 300، ويمكن أن تصل إلى حوالي 400.' A floor also applies: design for 150 cm/sec2 wherever a lower value appears. TOWN VALUES, cm/sec2: 300-400 at Idlib, Ariha, Jisr al-Shughur, Harem, Kasab, Qardaha, Qadmus, Masyaf, Safita, Jusiyah, Tal Kalakh, Bab al-Hawa, al-Hiffa, Qalaat al-Husn and others; 300 at Latakia, Hama, Jableh, Banyas, Afrin, Azaz, Saraqib, Rastan, Muhradah, Khan Shaykhun, Maarat al-Numan; 250 at Aleppo, Homs, Damascus, Daraa, Tartous; 150 at Palmyra and Jarablus; 75 at Deir ez-Zor, Raqqa, Qamishli, Hasakah, Ain al-Arab, Abu Kamal. FINDING 3, ZONING. Section 3-2-3 gives up to seven zones, Zone O to Zone 4, the top being 'أكبر من MM VIII' or 0.40g or more. THE ZONING IS NOT THE OPERATIVE DESIGN RULE FOR ORDINARY BUILDINGS; Appendix هـ is. A conclusion drawn from the zoning table alone was wrong on 17 August and is recorded as wrong in audits/reports/05-states-file_seismic_instruments_finding.md. FINDING 4, SCALES. Modified Mercalli with acceleration in g at 3-2-3, cm/sec2 at Appendix هـ, moment magnitude in the 2004 tables. Richter absent throughout what has been read. FINDING 5, THE DRAFTERS ON THEIR OWN EVIDENCE, first edition foreword at p5: adopting a more developed international code such as IBC-2000 was not then possible 'نظراً لاعتماده على معلومات ومعطيات لتسجيلات زلزالية كثيرة لا تزال غير متوفرة في سورية'.
| FINDING 4 IS WITHDRAWN, 17 August 2026, on B-3 of audits/reports/05-states-file_v7_diff_review.md. IT SAID 'Richter absent throughout what has been read' AND IT WAS FALSIFIED INSIDE ITS OWN STATED SCOPE: the contents at pp6-15, which this row records as read, list at p012 the appendix ب, أجهزة تسجيل الزلازل, with 'ب-٢-١ مقياس المقدار (المطال Magnitude) بالريختر' at p204 and 'ب-٢-٣ العلاقة بين مقياس المقدار ومقياس الشدة' at p208. Pages 204 to 209 have now been rendered and p208 READ: section ب-٢-٣ explains why engineers need the relationship and gives الجدول (ب-2), العلاقة المبسطة بين الشدة والمقدار, mapping MM intensity I-II, III, V, VI-VII, VII-VIII, IX-X, XI-XII to magnitude 2, 3, 4, 5, 6, 7, 8. CONSEQUENCE: TWO OF SRC-162'S FOUR LIMBS ARE FALSE OF THE 2013 EDITION. The appendix does not omit Richter and does state a relationship between the scales.
| FINDING 1 IS NARROWED, on B-2 of the same review. Section 3-4-1 delegates the procedure to الباب التاسع, which was unread when finding 1 was written. Pages 184 to 188 have now been rendered and p187 READ. Section ٩-٢-٧, حالة عدم وجود دراسة تفصيلية لجيولوجية المنطقة, provides verbatim: 'في حالة عدم وجود دراسة تفصيلية لجيولوجية المنطقة، بما فيها قياسات سرعة أمواج القص، يمكن للتبسيط (في الأحوال العادية) اعتماد تصنيف التربة بدلالة الإجهادات المسموحة كما ورد في الملاحظات الملحقة بالجدول رقم (3-2).' SO THE APPENDIX DOES NOT REQUIRE A DETAILED GEOLOGICAL STUDY OF EVERY SITE WITHOUT EXCEPTION: it requires classification on documented geological data as the norm, defaults to class SD where the site's characteristics cannot be sufficiently determined, and permits classification by allowable stresses in normal circumstances where no detailed regional geological study exists. Any absolute in either direction is barred by this row.
FRONT MATTER READ IN FULL ON 17 AUGUST 2026, AND IT WAS AN UNTRIED ROUTE SITTING IN A FILE THIS PROJECT ALREADY HELD. Chapter 5 v13 line 241 says of the first edition's contents 'I cannot say, because I do not hold it'. THE SECOND EDITION REPRINTS THE FIRST EDITION'S OWN FOREWORD AND STATES WHAT THE SECOND EDITION CHANGED, and neither had been opened. 271 pages, scanned, read as rendered images at 200 and 220 dpi. THE FIRST EDITION IS 2004, ON THE DOCUMENT'S OWN WORDS: the second edition's introduction opens 'After the first edition of Appendix 2 ... was issued in 2004'. A web search summary consulted the same day gave 2005; THE DOCUMENT CORRECTS IT. THE CHAIN, FROM THE FIRST EDITION'S FOREWORD reprinted at page 4: the Syrian Arab Code was adopted FROM THE START OF 1992; the Syndicate with the relevant institutions developed the SEISMIC ZONING MAP IN 1995, and from that date THE DESIGNER BECAME OBLIGED TO TAKE SEISMIC EFFECTS INTO ACCOUNT; and THREE SUPPLEMENTS were issued in 1996, 1997 AND 2000 carrying clarifications and required developments. The scientific committee is named in full and was chaired by DR ENG. MOHAMMAD KARAMA BADOURA. THE SECOND EDITION IS JANUARY 2013, signed by the head of the Syndicate ENG. MOHAMMAD WALID GHAZAL, and it links this appendix to SRC-168 EXPLICITLY: the code committee reviewed the base code and reached the form 'issued in the FOURTH EDITION', and likewise reviewed this Appendix 2 and reached the form in this second edition. ONE COMMITTEE, ONE EXERCISE, TWO VOLUMES, which is the connection the chapter could not make while SRC-168 sat unopened. WHAT THE SECOND EDITION SAYS IT CHANGED, AND IT BEARS ON THE CHAPTER'S OPEN QUESTION: the abolition of the FIRST equivalent static method that the base code had explained; the addition of a DEVELOPED equivalent static method resting on IBC-2009 and ASCE-7/2010; and the renaming of the SECOND equivalent static method, which rested on UBC-97, by deleting the word second. The dynamic methods were already adopted in the first edition. SO ITS OWN ACCOUNT OF ITS CHANGES IS ABOUT CALCULATION METHODS AND SAYS NOTHING ABOUT ADDING A RICHTER SECTION OR A MAGNITUDE-TO-INTENSITY RELATIONSHIP. That is evidence, not proof, that the scale sections at pages 204 and 208 were not new in 2013, and the chapter may put it no higher than that. READING STILL OWED: the body of the appendix beyond the front matter and the sections at pages 204 and 208 already cited.
CORRECTION 17 AUGUST 2026, MADE AFTER THE v14 DIFF REVIEW. THE CLAIM ADDED EARLIER TODAY THAT 'THE DOCUMENT CORRECTS IT' IS WITHDRAWN. That note said a web search summary giving 2005 for the first edition of Appendix 2 was corrected by this document's 2004. IT WAS NOT A SEARCH SUMMARY ALONE. SRC-168 PAGE 4, THE BASE CODE'S OWN FOURTH EDITION PREFACE, ALSO SAYS 2005, and it was rendered and unopened two pages from a page this process had read. So the position is a CONFLICT BETWEEN TWO SYNDICATE PRIMARIES and not a correction of a secondary: this appendix's second edition says its first edition issued in 2004, the base code says the earthquake appendix issued in 2005. NEITHER IS PREFERRED HERE and the chapter prints both. AND THE LIST OF CHANGES IS SELECTIVE, WHICH THE EARLIER NOTE DROPPED. The passage opens 'من أهم التطويرات التي جرى تنفيذها في هذا الملحق رقم (٢) للكود'، among the MOST IMPORTANT developments carried out in this appendix. The earlier note rendered it as 'WHAT THE SECOND EDITION SAYS IT CHANGED' and 'ITS OWN ACCOUNT OF ITS CHANGES', both of which read as a complete list. AN ABSENCE FROM A SELECTIVE LIST IS WEAKER EVIDENCE THAN AN ABSENCE FROM A COMPLETE ONE, and the chapter's inference about the scales sections rests on exactly that difference, so v15 carries the qualifier. ONE PAGE NUMBER IN THIS ROW IS INTERNALLY INCONSISTENT AND IS RESOLVED HERE: an earlier note placed the first edition's foreword at p5 and the note added today placed it at p4. THE CONTENTS PAGE AT p006 SETTLES IT: 'تقديم الطبعة الأولى' is listed at page 4 of the document's own numbering, which is the rendered p004 of this file. The p5 reference is superseded.
