SO THE SUPERVISOR WAS ISSUING INSTRUCTIONS TO THE WHOLE SECTOR WITHIN TEN WEEKS OF THE CHANGE OF GOVERNMENT. What those circulars require is unknown until they are read, and nothing may be written about their content.
