RETRIEVAL 5 OF THE CHAPTER 7 GATE, AND IT CHANGES THE PICTURE THE GATE ASSUMED. The gate recorded that moj.gov.sy served a maintenance page on 18 August 2026 and warned that 'Syrian government sites are uneven'. THE MINISTRY OF HIGHER EDUCATION'S SITE IS NOT UNEVEN: it is live, current and detailed, its equivalence sheets were uploaded on 12 February 2026, and its decisions listing carries items dated 14 June and 2 August 2026. AND THE DNS FAILURE THIS PROJECT HAS TWICE RECORDED IS A FACT ABOUT THIS MACHINE, NOT ABOUT SYRIA. mohe.gov.sy does not resolve from this machine, exactly as parliament.gov.sy does not at SRC-261. IT RESOLVES PUBLICLY: Cloudflare's DNS-over-HTTPS returns 185.216.133.50, and the files here were fetched by pinning that address with curl --resolve. heec.gov.sy, by contrast, genuinely does not exist: the same resolver returns NXDOMAIN. SO 'DID NOT RESOLVE' MUST NOT BE WRITTEN AS 'IS NOT ONLINE' ANYWHERE IN THIS BOOK, AND THE TEST THAT SEPARATES THEM COSTS ONE REQUEST. WHAT THE SHEETS CONTAIN. Each carries the state emblem, the ministry and the directorate, and is marked نسخة مجانية, free copy. The bachelor's and intermediate-institute sheet lists SIX required documents and FOUR notes: an official letter stating the purpose of equivalence or a personal application; the degree certificate with a sworn Arabic translation if granted in a foreign language, three copies all duly certified; the transcript with sworn translation, showing years of study and their dates, and from every university attended where there was more than one; the Syrian secondary certificate or the foreign original with translation, plus a certified copy of the preparatory certificate and the receipt for secondary-equivalence fees per the Ministry of Education's requirements; proof of residence during study, being the passport covering the study period or a movement document from the country of study, with an entries-and-exits sheet completed by the applicant; and the identity card or a recent civil extract, with a residence document for non-Syrians. It closes, VERBATIM: 'تعتذر مديرية تعادل الشهادات عن قبول أي طلب غير مستوف للشروط المدونة أعلاه'. The master's and doctorate sheets follow the same pattern and require the preceding degrees and transcripts. FEES ARE REQUIRED AND NOT QUANTIFIED, VERBATIM: 'تسديد الرسوم المطلوبة وفق القوانين والرسوم المطلوبة للتأكد من صحة الشهادات بالنسبة للجهات التي تطلب ذلك'. So the sheets require payment 'per the laws' and print no amount. THE ABSENCE, AND ITS SCOPE STATED EXACTLY BECAUSE THAT IS WHAT THE BRIEF RETAINS. NO PROCESSING TIME, DURATION OR DEADLINE APPEARS ON ANY OF THE THREE SHEETS. This was established twice: by searching the extracted text of all three for مدة, خلال, يوم, أيام, أسبوع, شهر, أشهر and سنة, which returns nothing bearing on decision time; AND, because this project has been misled by Arabic text layers before, by rendering the bachelor's sheet at 200 dpi and reading the page as an image, which confirms the extraction is faithful and that no such statement is on the page. WHAT WAS SEARCHED, EXACTLY: the ministry's homepage; the Directorate's page at /ar/student-affairs/list/113; /ar/student-affairs/list/226; /ar/student-affairs/list/229; the three PDFs; and the first page of /ar/legislation-laws/decisions, which lists twelve decisions including No. 668 of 14 June 2026 on equivalence of LMD bachelor's degrees. WHAT WAS NOT SEARCHED, AND UNDER D-051 THIS IS A BAR ON THE WIDER FORM RATHER THAN A DISCLOSURE: pages 2 to 5 of the decisions listing, and the circulars section at /ar/legislation-laws/circulars. A decision or circular setting time limits could sit in either. WHAT PROSE MAY SAY: that the procedure is published in detail, that the required documents are itemised for each degree level, that fees are required 'per the laws' with no amount printed, and that no processing time appears on the equivalence pages or in the three requirement sheets. WHAT PROSE MAY NOT SAY: that Syria publishes no processing time for degree equivalence, because two sections of the ministry's own site have not been searched

The two sections this row recorded as unsearched, pages 2 to 5 of the decisions listing and the circulars section, HAVE NOW BEEN SEARCHED: 45 decisions and 2 circulars, titles read in full, none setting a processing time, service standard or deadline for equivalence. THE NARROWING THIS ROW IMPOSED IS THEREFORE WITHDRAWN TO THIS EXTENT and replaced by a narrower one: prose may say no processing time appears in the titles of any decision or circular the ministry publishes, on the equivalence pages, or in the three requirement sheets; prose may still NOT say that no such time exists in Syrian law, because the full texts behind the listings were not opened. This row's earlier note that mohe.gov.sy fails from this machine is also corrected: the https form returned 200 on 20 August 2026 and only the plain http form failed.
