SRC-268 recorded that pages 2 to 5 of the decisions listing and the circulars section had not been searched, and therefore that prose MAY NOT SAY Syria publishes no processing time for degree equivalence. BOTH SECTIONS ARE NOW SEARCHED. THE HOST WAS REACHABLE THIS TIME, WHICH CORRECTS AN EARLIER RECORD. SRC-268 notes that mohe.gov.sy resolved publicly but failed from this machine. On 20 August 2026 https://mohe.gov.sy/ and https://www.mohe.gov.sy/ both returned 200; only the plain http:// form failed. Cloudflare DoH confirms A record 185.216.133.50. So the earlier failure was the scheme, not the site. WHAT WAS SEARCHED AND WHAT WAS FOUND. Circulars: TWO items only, one directing state universities and higher institutes not to withhold the marks of students who have not paid 2024/2025 fees, one a list of recognised Syrian universities and institutes. Decisions pages 2 to 5: FORTY-FIVE decisions, twelve, twelve, twelve and nine. NO DECISION AND NO CIRCULAR SETS A PROCESSING TIME, A SERVICE STANDARD OR A DEADLINE FOR DEGREE EQUIVALENCE. THE LIMIT OF THIS SEARCH, AND IT IS THE REASON THE BAR LIFTS ONLY PART OF THE WAY: TITLES WERE READ, NOT FULL TEXTS. Each item links to a full decision behind an 'read more' link and none of those was opened. A time limit could sit inside a decision whose title does not mention it. So WHAT PROSE MAY NOW SAY is that no processing time appears in the titles of any of the 57 decisions and 2 circulars the ministry publishes in its legislation area, nor on the equivalence pages, nor in the three requirement sheets. WHAT PROSE MAY STILL NOT SAY is that no such time exists in Syrian law. FOUR DECISIONS FOUND THAT BEAR ON THE CHAPTER AND WERE NOT BEING LOOKED FOR. DECISION 421 of 14 June 2026 EXEMPTS holders of master's and doctoral degrees from theoretical faculties in the years 2011 to 2025 from the RESIDENCY REQUIREMENT for equivalence of their degrees. That is a dated instrument easing equivalence for exactly the diaspora cohort the chapter discusses, and the chapter currently says nothing about it. DECISION 496 of 14 June 2026 deems certificates from Gaziantep University in Aleppo and the Jarablus higher vocational institutes equivalent to those of comparable Syrian faculties. DECISION 198 of 18 January 2026 allows students returning to Syria who meet the transfer conditions to continue transfer procedures even if they were out of study the previous year. DECISION 319 of 22 May 2025 RETURNS ALL TEACHING HOSPITALS academically, administratively and financially TO THE MINISTRY OF HIGHER EDUCATION. THAT BEARS DIRECTLY ON THE HEALTH WORKFORCE PERIMETER: SRC-265's population is public hospitals affiliated to the Ministry of Health AND the Ministry of Higher Education, and this decision changes which ministry runs the teaching hospitals from that date. Any statement about who employs Syrian hospital staff must be dated against it.
