Version history

The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. GATE ITEM D4, PART MADE, AND IT WITHDRAWS AN ABSENCE THE CHAPTER ASSERTS. Chapter 7 v1 and the retrieval gate both record that no opened document gives a teacher headcount. ONE DOES, and it was found on a route the gate itself named, the education statistics of an international body, which had not been run. THE HEADCOUNTS. PRIMARY EDUCATION TEACHERS: 146,383 in 2023 and 144,621 in 2024. SECONDARY EDUCATION TEACHERS: 53,486 in 2023 and 54,596 in 2024. Adding the two for 2024 gives 199,217, WHICH IS THIS PROJECT'S ARITHMETIC AND NOT THE PUBLISHER'S, and must be labelled wherever used. THE SERIES HAS A TWENTY-ONE-YEAR HOLE AND THAT IS THE BETTER FINDING. Primary teachers are reported annually from 1971 to 2002, THEN NOTHING UNTIL 2023. Secondary teachers show the same 2003 to 2022 gap. So the counting stopped when the war began and resumed for 2023, and the chapter's theme is not that nobody counts teachers but that nobody counted them for two decades and has just started again. AND THE TRAINED SHARE HAS COLLAPSED. Trained teachers in primary education as a percentage of total teachers: 89.2 per cent in 2000, 88.0 in 2001, 88.4 in 2002; 43.1 per cent in 2023 and 38.3 per cent in 2024. A headcount that holds roughly steady while the trained share falls by fifty points is a different problem from a shortage of bodies, and it bears directly on the chapter's argument about capacity rather than numbers. WHAT IS STILL NOT MADE, AND THE ROW SEPARATES IT DELIBERATELY: THERE IS STILL NO VACANCY RATE. A headcount is not an establishment figure and neither is a vacancy. The chapter may now print teacher numbers and may NOT say how many posts are unfilled. PROVENANCE AND ITS LIMIT. This is the World Bank's indicator service, whose upstream for these series is the UNESCO Institute for Statistics. THE UIS PORTAL ITSELF WAS NOT QUERIED and that route remains untried; the figures should be checked against it before print, because a redistributor is not the compiler. THE 2023 AND 2024 OBSERVATIONS ALSO SPAN A CHANGE OF GOVERNMENT and the publisher does not say which authority reported them, so no inference about who did the counting may be drawn.
  2. THE VACANCY LIMB IS NOW A DOCUMENTED ABSENCE RATHER THAN AN UNSUPPORTED ONE, 20 AUGUST 2026. A vacancy rate needs an establishment figure, the count of posts, against which filled posts can be set. THE ONE ENACTED SYRIAN BUDGET INSTRUMENT THIS PROJECT HOLDS CARRIES NO SUCH FIGURE. SRC-262, the expenditure schedule annexed to Law No. 37 of 2009, all 57 pages, was searched on 20 August 2026 for the establishment vocabulary: الملاك and ملاك (cadre or establishment), عدد العاملين (number of workers), الشواغر and شاغر (vacancies, vacant), الوظائف and وظيفة (posts, post). ZERO OCCURRENCES OF ANY OF THE SEVEN. THAT IS THE CHAPTER'S THESIS IN ONE FACT, AND IT IS SHARPER THAN THE ABSENCE IT REPLACES: the budget law that states salaries, wages and compensations to the thousand of a pound DOES NOT SAY HOW MANY PEOPLE THOSE SALARIES ARE FOR. Money without a headcount, in the same schedule that foots exactly. SO WHAT PROSE MAY NOW SAY is that no vacancy rate can be computed because the enacted schedule carries appropriations and no post counts, naming that schedule as the scope. WHAT PROSE MAY NOT SAY is that Syria publishes no establishment figures anywhere, because the 2026 budget law is not held and the Ministry of Education's own staffing return is reachable only through a site that renders by script.
