TR-008 has cited this URL as PRIMARY since 10 August with no copy and no register row; both are now closed. TR-008'S PROMOTION CORRECTION IS CONFIRMED EXACTLY AT THE DOCUMENT. The US$10.7 million headline is not a single-currency amount: 'Italy's contribution of Euro 5 million marks the first phase of a broader rehabilitation framework for the Deir Ali power plant. Complemented by US$5.1 million support from the Government of Norway'. So the headline embeds an undisclosed exchange rate and may not be treated as a dollar commitment without stating its composition. THE RELEASE USES TWO DIFFERENT VERBS FOR THE SAME QUANTITY, IN THE SAME DOCUMENT, AND THIS IS ISSUE 31 IN MINIATURE. Early on: 'This project is expected to RESTORE approximately 120 megawatts (MW), benefiting over two million people in Rural Damascus, Daraa, Quneitra, and As-Suwayda.' Later: 'Combined, the Italian and Norwegian interventions are expected to ADD MORE THAN 120 MW to the national grid.' Restore approximately 120 and add more than 120 are different claims about the same intervention. Prose takes 'restore', which is the weaker and better-evidenced of the two, and says the release also uses 'add'. OTHER FACTS ON THE FACE: signed in the presence of the Ministry of Energy; implemented in partnership with the Ministry of Energy; the interventions 'will rehabilitate two units of Deir Ali Extension II with the related accessories'; the plant sits 'approximately 30 kilometres south of Damascus'; and 'When fully operational, it has a total installed capacity of 1,450 MW'. NOTE THE CONDITIONAL ON THAT LAST FIGURE: 1,450 MW is installed capacity when fully operational, which is the installed-against-available distinction this chapter meets at SRC-319, SRC-312 and SRC-324 and which nobody states consistently. NO DISBURSEMENT FIGURE APPEARS.
