WHAT THE FUNDER STATES, VERBATIM: the initiative comes 'as part of an agreement signed by the Qatar Fund for Development with the Ministry of Energy and Mineral Resources of Jordan, in collaboration with the United Nations Development Programme to provide operational support if and when needed'. SO THE SIGNING PARTIES ARE QATAR AND JORDAN, NOT QATAR AND SYRIA, and UNDP's role is contingent, 'if and when needed'. A Syrian energy chapter describing this as a Qatari-Syrian arrangement would be wrong on the instrument. THE QUANTITY IS STATED IN MEGAWATTS AND NOT IN GAS: 'The initiative will provide reliable electricity supply, generating power from 400 megawatts of electricity daily and gradually increase production at the Deir Ali power plant in Syria.' THE FUNDER GIVES NO GAS VOLUME AT ALL. Karam Shaar Advisory's 'roughly 2 million cubic meters per day' at SRC-312 is attributed by that publication to a third party and not to this page, so the 2 million figure is an outside estimate and may not be attributed to Qatar. THE DESTINATION IS THE SAME PLANT ITALY AND NORWAY ARE REHABILITATING: Deir Ali, which is TR-008 and SRC-328. Two separate foreign interventions at one plant, and neither register row mentions the other.
